Director, Housing and Infrastructure

Location: INUVIK, NT

Position Status: FULL-TIME (37.5 HOURS PER WEEK)

Lotus Group is proud to partner with our valued client, Gwich\xe2\x80\x99in Tribal Council (GTC) located in Inuvik, Northwest Territories as they seek to fill an important role within the leadership team. They are searching for a Director, Housing and Infrastructure who will be responsible for the management of the Housing and Infrastructure Department for the organization.

As part of the GTC Leadership Team, the Director will work to ensure the proper planning, coordination and management of Housing and Infrastructure for Participants to the Gwich\xe2\x80\x99in Comprehensive Land Claim Agreement (GCLCA) both inside and outside of the Gwich\xe2\x80\x99in Settlement Area (GSA). The successful candidate will actively participate in the development of the strategic direction for the GTC and the identification of key issues and goals.

Role Responsibilities

  • Knowledge of the overall mandate, goals and objectives of the GTC and the political and social environment in which the GTC programs and services are offered.

  • Preference will be given to candidates who are Gwich\xe2\x80\x99in Participants and have experience working in the non-profit sector or in an Indigenous Government/Organization, preferably in a northern context.
  • Lead and provide strategic advice in the development of policies, including effective and efficient administration of the policy review plan and annual schedule.
  • Review, develop and implement departmental policies and
  • Collaborates with GTC Grand Chief and Leadership Team in the analysis of issues and development of solutions.
  • Liaises on a regular basis with Gwich\xe2\x80\x99in Leadership and Participants and other stakeholders to determine community priorities and concerns in respect to the work of the GTC.
  • Responsible for the development, coordination, planning and delivery of infrastructure projects for the GTC
  • Responsible for the development, maintenance and implementation of Community Development Plans for Gwich\xe2\x80\x99in Communities (Aklavik, Inuvik, Teet\xc5\x82\xe2\x80\x99it Zheh and Tsiigehtchic) within the GSA.
  • Responsible for the development, coordination and maintenance of short, medium and long-term capital plans for the Gwich\xe2\x80\x99in Communities.
  • Working with the GTC Lands & Resources Department, responsible for the overall management of acquiring land, land tenure, land development and land administration related to all housing and infrastructure occupied by GTC.
  • Responsible for applications, agreement development, monitoring, reporting and relationship management with funding agencies such as the Federal and Territorial Governments regarding Housing and Infrastructure.
  • Provides strategic advice and direction in development of plans, approaches, strategies and assessment of the impacts associated with infrastructure development in Gwich\xe2\x80\x99in
  • Responsible for the development and implementation of maintenance management programs for new and current housing units including retrofits, repairs and modernization to ensure the long-term sustainability of total housing stock in the Gwich\xe2\x80\x99in
Role Qualifications and Competencies Requirements
  • A post-secondary and/or university degree in a related
  • Ten to fifteen (10-15) years of experience working within infrastructure, community planning or government agencies including in leadership roles.
  • Experience working in the non-profit sector or in an Indigenous Government/Organization, preferably in a northern context considered an asset.
  • Superior communication and presentation skills, in oral, written and interpersonal
  • Cross-cultural experience and is sensitive to issues of inclusion and is able to implement programs related to workplace diversity.
Compensation

A competitive salary starting at $142,800 and an additional benefits package will be offered including a northern allowance, health and dental benefits, and generous leave entitlements.
