We are seeking an experienced professional to join our team as the Managing Director (MD) of Non-Market Housing and Social Operations. The successful candidate will play a pivotal role in overseeing and leading the operations of City-owned and/or BC Housing-owned social housing sites, as well as managing community centre operations that provide diverse and essential programs and services to the city\'s most marginalized and vulnerable residents.

The Managing Director (MD), Non-Market Housing and Social Operations leads and has oversight of:

  • Non-Market Housing Operations: Operation and management of 12 City-owned and/or BC Housing-owned social housing sites comprising 1000 social housing units
  • Community Centre Operations: \xe2\x80\x93management and operation of Carnegie, Evelyne Saller and Gathering Place Community centres. There are approximately 300 staff across all operations made up of a combination of unionized, non-unionized, RFT, TFT, PT, seasonal and auxiliary positions. Staff and offices are located in various locations across the city with the majority in the Downtown East Side
Key Responsibilities:
  • Direct and manage the operations of 12 City-owned and/or BC Housing-owned social housing sites and Community Centres.
  • Ensure compliance with program expectations, health and safety practices, and all applicable legislation.
  • Play a leadership role in delivering services that meet legislated requirements.
  • Support organizational initiatives such as housing, Reconciliation, community planning, and social policy.
  • Negotiate with the Provincial government on funding and other contracts related to housing and social support programs.
  • Maintain relationships with counterparts at other levels of government, the non-profit sector, and the business community.
  • Lead the development of service level agreements to ensure quality service delivery.
  • Oversee risk assessments, operational reviews, and continuous process improvement initiatives.
  • Direct the development of training, protocols, and procedures to ensure workplace safety.
  • Ensure linkages and efficiencies among community facilities and other City departments.
  • Be accountable for financial, human resources, and labour relations issues.
  • Assume responsibility for budget creation, compliance, and reporting to the GM\xe2\x80\x99s office.
  • Act as the media spokesperson for matters related to Non-Market Housing and Social Operations.
  • Perform other duties as required.
Qualifications:
  • Bachelors Degree in a field related to community service (e.g. social work, planning).
  • Minimum of 10 years working in operations and service delivery, preferably related to housing or community service.
  • Progressive experience in management with a significant experience at the senior leadership level leading a diverse unionized work group, or an equivalent combination of education and experience.
  • Experience in regulated operations, service delivery, budget, and human resource management.
Knowledge, Skills, and Abilities:
  • Considerable knowledge and understanding of potential issues facing the patrons accessing these services including, homelessness, mental health, and addiction.
  • Knowledge of civic, provincial, and federal levels of government.
  • Ability to direct and manage cost-recovery businesses with diverse legal and partnership requirements.
  • Ability to lead operational health and safety initiatives.
  • Excellent conflict resolution and problem-solving abilities.
  • Outstanding verbal and written communication skills.
  • Excellent interpersonal skills, including the ability to coach and develop other leaders.
  • Proactive, flexible, and organized to set priorities and respond to emerging priorities.
  • Ability to manage organizational changes and anticipate future events and opportunities.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 \xe2\x80\x93 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

Salary Information: Pay Grade RNG-131: $148296 to $195120 The salary offered to the successful candidate will consider a wide array of factors including but not limited to the individual\xe2\x80\x99s skillset, level of experience applicable to the role they are being offered and internal equity considerations.
