Job Overview:

Reporting to the Vice-President, National Liquor, Optical, Nicotine and Cannabis this role will be the GO-TO for all compliance. Building and leading a shared services program for Liquor, Nicotine, Cannabis and Lottery. Working closely with Compliance and Ethics and Legal to manage the regulatory requirements for a shared services business group.

Roles and Responsibilities:

The successful candidate will be accountable for the design, maintenance and overall compliance requirements for the program related to Liquor, Nicotine Cannabis and Lottery. The incumbent will consequently support in implementing, operationalizing, and maintaining the compliance program fundamental elements, and helping ensure that colleagues understand the risks that effect their role and the policies and procedures in place to handle those risks within those designated areas. This is an opportunity for individuals looking to step up and build a shared service program across highly regulated compliance areas into a retail operation and mitigate risks and increase efficiency in dealing with incidents related to compliance.

The candidate will be responsible for carrying out the following roles and responsibilities:

Subject Matter Expert: Be a subject matter expert in understanding regulations in the following areas: Liquor, Cannabis, Tobacco and Lottery, and the risk to the business by liaising with the legal department and COE teams. The incumbent will be the SME on the proposed compliance program that will be built in partnership with legal and business leads.

Operational Support: Support with licensing renewals and manage marketing and advertising claims.

Business Resource: Be a resource for Loblaw colleagues by addressing questions or concerns related to compliance requirements. Attend team meetings/town halls to provide information and address questions as required.

Risk Assessment: Assess Program risks, through facilitated workshops and other means, across the enterprise to ensure that existing controls address those risks.

Control Design and Monitoring: Review and map business processes and design controls to mitigate risks. Identify and assess options for automating compliance processes in order to improve the efficiency of the Program, including opportunities for continuous control monitoring.

Incident Management: Lead the Regulatory Compliance incident management process, including investigating, escalating, documenting incidents of non-compliance

Training: Collaborate with all business units to train colleagues with respect to their obligations under the regulatory mandate

Policy Management: Draft, review, and update compliance program policies, procedures, and guidance documents.

Testing and Audit Support: Oversee operational testing and design review of controls and ensure readiness for external audits of the Program.

Proven Ability to:

Build a program from the ground up using compliance fundamentals and framework

Leading through influence, build and maintain relationships, stay in touch with changes in the business, be resourceful to find practical solutions to help business meet objectives while maintaining compliance, etc.

Identify and assess risks and implications resulting from business or regulatory changes.

Demonstrate deep knowledge in risk and control fundamentals.

Manage business and regulatory changes affecting the Program with strong planning, communication, and execution.

Work in a fast-paced environment with the ability to adapt to change and meet timelines.

Build relationships and influence stakeholders.

Exhibit strong attention to detail, great organizational and project management skills, good judgment, and the ability to prioritize assignments, solve problems, and meet deadlines.

Demonstrate excellent communication (written, oral and presentation), interpersonal and people management skills.

Exercise strong analytical capabilities, including the ability to synthesize complex information into accessible and meaningful business guidance.

Maintain discretion and/or confidentiality.

Come to work with a positive attitude, a desire to learn, and a willingness to roll up your sleeves to get work done, either independently or as part of a team.

The incumbent is required to travel 10-20% of the time.

Professional Competencies:

5-7 years regulatory compliance management experience in highly regulated areas such as food, drug, tobacco, alcohol and gaming environments is required.

Retail experience is a plus

Extensive experience assessing and completing change management initiatives to ensure changes are adopted.

Strategic thinking and oversight over the collection, manipulation, and analysis of high volumes of data using advanced Excel or other means.

Advanced knowledge of, and experience using, the Microsoft Office Suite (Excel, Word, and PowerPoint).

Regulatory experience, including building a program and running a compliance program experience, in a large complex organization is a plus.

French language skills are a plus.
