The Director, Business Partnerships and HR Services is accountable for leading and overseeing the delivery of effective human resource advisory services and solutions across the organization, the development and implementation of a Talent Acquisition Strategy aimed at attracting and retaining a high caliber workforce to support the organization in achieving its vision and strategy, as well as the oversight and direction for HR shared services, including Tier I Support Service to ensure consistent and consolidated delivery of HR services to the business and employees.

Responsibilities:
  • Lead the planning and overall direction of a team of senior professionals on the delivery of client centered integrated HR strategies/programs/ advisory services and activities to drive business results, ensure business continuity and provide a global view across Sectors and the Leadership community :
  • Plan, strategize and implement HR initiatives/programs and/or changes impacting employees and/or organizational structures.
  • Support operational agendas to meet organization goals within the legislation framework and enterprise policies and procedures.
  • Evaluate and measure the effectiveness and return on investment of HR strategies, policies and programs based on results, and proposed changes.
  • Understand strengths and opportunities across divisions and advise senior leadership on organization development issues and interventions to support the achievement of strategic priorities and objectives.
  • Lead the partnership with divisional leadership and senior management on workforce planning to anticipate and identify talent needed to execute strategic business priorities in line with regulatory guidelines by developing short and long-term sustainable goals that support the business objectives portfolio, streamlines processes and effectively makes use of existing resources.
  • Develop and implement Business Partnership, Talent Acquisition and Shared Services strategies, policies, and processes in alignment with HR strategy to provide a consolidated view of the organization and provide input into the strategic planning process:
  • Lead the enhancement of talent acquisition tools to measure/drive results and oversee the development of:
  • a) proactive talent acquisition and employee retention strategies and;
  • b) talent acquisition network (professional associations, direct sourcing, referrals, advertising, external recruitment firms, staffing agencies and social media platforms) to support leaders in attracting high-performing talent and shape the talent pipeline for future requirements to achieve CMHC\'s aspiration.
  • Provide strategic direction for the management and delivery of HR shared services to ensure the smooth implementation of employee transactions and maintenance of documentation for all processes and procedures related to HR Shared Services while ensuring the integrity, governance, security and retention of employee information in adherence with HR policies, legislation and regulatory requirements.
  • Create a mindset of continuous improvement and operational effectiveness/efficiency by developing /maintaining a professional network to stay abreast of current trends, best practices and developments on business partnering, talent acquisition and HR shared services, relevant legislation and directives and assess implications (effectiveness and competitiveness) on existing policies, processes and programs so they are adapted to our evolving business needs/requirements.
  • Develop communication strategies and communicate all aspects of business partnering, talent acquisition and HR Shared Services policies, programs and processes to leaders and staff.
Minimum Qualifications:
  • Bachelor degree in Business Administration, Industrial Relations, or a field related to human resources management.
  • 13 (Thirteen) years of experience building successful partnerships with internal and external stakeholders (including senior leaders) with the ability to influence their decisions by providing analytical and strategic contributions to meet their needs.
  • 5 (five) years of management experience leading a multidisciplinary team demonstrating a sound understanding of the principles of leadership, strategy and management.
  • Previous experience in an HR Business Partner role demonstrating a comprehensive understanding of HR management policies and practices.
  • Knowledge of HR legislative/regulatory principles and practices.
  • Knowledge of organizational development and recruitment/staffing principles and practices.
  • Demonstrate a continuous improvement mindset (staying abreast of emerging trends and best practices) with the ability to drive change.
  • Demonstrated oral and written) communication skills (French and English, including the ability to speak and write clearly and succinctly in a variety of settings and styles to a variety of stakeholders (senior management in particular).
Preferred Qualifications:
  • CHRP designation.
