This posting is for 1 temporary full-time position up to 12 months

The Community Liaison Officer - Culture assists, facilitates, engages, and directs community groups, organizations and partners in the planning, development and implementation of arts, culture and heritage activities and opportunities.

Responsibilities:

Facilitate and work collaboratively with arts, culture and heritage groups and stakeholders:

  • Develop and foster relationships and partnerships with staff, stakeholders and public
Assist community organizations in writing grant applications and proposals

Liaise with and monitor the activities of the Strathcona County Museum and Archives

First line of support to Manager, Cultural Services contributing to research and development of arts and culture policies, plans and guiding documents

Staff and site supervision:

Ensure cost effective operation of the Smeltzer Site which includes Smeltzer House (municipally designated historic resource), Clay Hut (pottery studio), and Studio One (fused glass studio)

Knowledge of the provincial and county Municipal Heritage Designation Program to ensure the site is preserved according to program guidelines (involved in working with Facility Services and Planning and Development Services)

Supervise, guide and support the Cultural Services programming team to ensure a variety of programs and opportunities are offered that meet the needs of the community

Consult, facilitate, develop and administer the County\'s Council approved Arts, Culture and Heritage Community Investment Grant Program:

Guide community arts, culture and heritage groups/individuals through the application process, provide education and assist applicants with their applications to ensure success of the program of the grant program

Develop and revise the grant program categories and guidelines through the process of engaging with stakeholders\xe2\x80\x99 groups and management to create, maintain and build capacity in Strathcona County\'s arts and culture community

Through the process of adjudication, allocate the funds assigned to the Arts, Culture and Heritage Community Investment Grant Program

Follow up with grant recipients to ensure they have completed their obligations under the funding program

Encourage and engage other county departments and community stakeholders in the development of community wide initiatives:

Liaise with other county departments for joint planning, programming and communication of Recreation, Parks and Culture, community and interdepartmental initiatives as required

Represent Recreation, Parks and Culture at diverse county and public project initiatives committees (as directed by the Manager)

Skills and Abilities

Excellent interpersonal and communication skills (verbal and written)

Proven organizational and time management skills

Ability to work under pressure on multiple competing priorities

Ability to establish and maintain cooperative relationships with groups, organizations, artists and internal/external partners

Ability to work independently and in a team environment

Qualifications

Bachelor\'s Degree with a focus in Arts, Fine Arts, Arts Administration or Bachelor\xe2\x80\x99s Degree in a related field

Minimum of 5 years professional experience leading and supervising staff, facility management, grant writing and policy development

Past work experience in the cultural sector with the development/implementation of art programs and events, as well as experience managing/administering program budgets, contracts and staff

Knowledge of the arts, culture and heritage activities in the community, and organizations providing services in these areas

Knowledge of historic designation programs

Conditions of Employment

Valid Alberta Class 5 Driver\xe2\x80\x99s licence and submission of a 5-year Driver\xe2\x80\x99s Abstract with less than 7 demerits

Availability to work outside normal business hours is a requirement (i.e. to attend community meetings or events)

Equivalencies of education and experience may be considered.
