Reporting to Manager Analytics Services Unit within Water Infrastructure Management, the Civil Engineering Technologist will be responsible for assisting Senior Project Manager, Engineers and Senior Engineers in GIS database development and maintenance for stormwater management infrastructures, water and sewer networks; database development and maintenance of water mains, analysis of water and sewer systems modelling. Also, participates in risk assessment and management for the City\'s water, sewer, and stormwater management infrastructure.
Major Responsibilities
Performs work review, including reading and interpreting technical drawings/documents, and prepares and checks map data and products using CADD/GIS software to input information for watermain, sewer, storm, water facilities, watercourse projects and related engineering mapping overviews.
Coordinates, monitors, tracks, the transfer of engineering and related data required by engineering consultants hired on behalf of the City of Toronto in preparation of the Capital Works Program and special projects (i.e. the review of as-built drawings).
Prepares and checks engineering drawings (e.g. Digital Terrain Model, plans, alignments, cross sections and profiles), supporting field notes, research materials, digital and hard copy input diagrams.
Performs a variety of activities, including requirement gathering, operational and technical support, relating to the planning, design, tendering, construction and inspection of municipal infrastructure e.g. determines needs, project scope etc.
Administers, tracks and monitors storage of various documents including CADD drawings, hard copy engineering plans and scanned documents using a document management system.
Administers, coordinates the collection, analysis and updating of data, including field monitoring data, watermain and sewer asset information within work management systems and GIS and from various internal and external data sources.
Conducts field studies, inspections, data collection, and evaluates site analysis data, such us sewer flow monitoring data, rain data, and SCADA data in water facilities
Conducts field investigation and studies for a variety of planned proposals, programs and projects.
Participates in the development of various technical standards and specifications for municipal infrastructure design and construction projects.
Researches and prepares recommendations for software and system developments and /or enhancements.
Assists with/prepares documents such as project requirements, Form of Tenders; REOI; RFP; RFQ\'s, MOE approvals etc. Reviews tender bids and attends Bid Committee meetings.
Prepares reports, plans, detailed specifications in support of planning issues including the preparation of the feasibility designs and preliminary estimates requested by internal stakeholders for various assignments.
Assists with the preparation of budget and tracking of expenditures.
Responds to inquiries from the public, surveyors, consultants, architects, contractors, utility companies, Councillors, City divisions and other internal and external stakeholders.
Reviews and responds to consultant/contractor work submissions for completeness, accuracy, design criteria and conformity to City standards.
Analyzes data, performs calculations and makes recommendations.
Trains, instructs, mentors and/or assists other staff.
Leads projects and directs staff on projects.
Prepares training course materials and conducts training courses and demonstrations.
Prepares general correspondence and reports as required.
Coordinates sign-off approvals from various management levels and government bodies.
Represents the division on internal/external committees and at community and public forums.
Key Qualifications:

Post-Secondary education in Civil Engineering Technology Program or approved equivalent combination of demonstrated education and experience in a project management environment.
Extensive experience in the maintenance and operation, design, contract administration and/or construction of municipal water distribution, wastewater collection and stormwater management infrastructure.
Considerable working experience with computer application software such as Microsoft Office Suite (Word, Excel, Access, PowerPoint etc.) or equivalent, CADD (e.g. MicroStation), GIS (e.g. ArcMap, ArcGIS Pro, QGIS, etc.) and watermain and sewer asset information, and modeling.
Extensive experience in the preparation of data files, data summaries and generating graphical summaries.

It is beneficial if the experience is with meteorological, flow, water quality, or water efficiency/conservation monitoring data. i.e. an asset
Practical knowledge of the collection of meteorological data and flow and water quality monitoring data from open channels, sewers, water distribution network and flow monitoring/performance data for water efficiency/conservation measures.
Ability to travel across various office locations within the City of Toronto as required.
Demonstrated ability to read and interpret digital or hard copy engineering drawings and documents (e.g. as-built plans, engineering surveys and contract specifications).
Advanced understanding in the principles and application of Civil Engineering theories, methods and practices related to storm water management, water supply and distribution, water efficiency/conservation, collection of infrastructure rating data (e.g. CCTV), and flow monitoring.
Extensive practical knowledge of databases, SQL, and queries.
Demonstrated ability to perform manual and computerized mathematical calculations used in engineering analysis.
Practical knowledge of Purchasing and Procurement Procedures and practices.
Demonstrated ability to participate in and operate as a fully accountable member of a multidisciplinary work team.
Demonstrated analytical and problem solving skills and ability to communicate both orally and in writing and develop solid internal and external work relationships.
Extensive knowledge/understanding of all relevant regulations, statues, standards, and practices related to the Major Responsibilities of the position for example, the Occupational Health & Safety Act, Environmental Assessment Act, MECP Procedure F5-5 and Stormwater BMP Manual, Ontario Water Resources Act, Environmental Protection Act, Federal Fisheries Act, Source Water Protection Act, and Safe Drinking Water Act, is an asset.
Ability to attend public meetings outside of normal business hours.
Demonstrated ability to provide work direction, and review the work of other staff and Engineering Consultants.
Ability to plan, prioritize, organize and work with minimal supervision.
