Due to the nature of the work, it is not possible to work from home. This position is full-time from the office and would require relocation to Halifax, Nova Scotia.


Duties


----------


SOME DUTIES OF THE POSITION INCLUDE:



Lead and oversee the development of plans, reports, and financial analyses related to asset management, Housing Services Centre (HSC) Condition Assessments, capital/recapitalization proposals, and technical services program operations.



Manage and supervise the delivery of repair and maintenance operations, project development, and contract management, from initiation to implementation, through a dedicated technical services team and external service providers.



Ensure regulatory compliance, guiding team members, service providers, and housing occupants on applicable policies, standards, codes, and safety regulations related to repair, maintenance, and construction.



Provide expert guidance to stakeholders on technical requirements, including design specifications, technical drawings, and regulatory standards for capital and recapitalization projects.



Identify and resolve operational challenges, applying risk management, quality assurance, and issue resolution strategies to maintain service excellence.



Lead and mentor a team of up to six operational and administrative staff, overseeing performance management, recruitment, training, and professional development to build team capacity.

EDUCATION:

EDU. A secondary school diploma or employer-approved alternatives.

A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or An acceptable combination of education, training and/or experience.
Degree equivalency


EXPERIENCE:

EX1. Experience conducting inspections and determining maintenance requirements of residential or commercial properties.


EX2. Experience in property or facility maintenance or project management.

EX3. Experience in managing financial resources.

EX4. Experience engaging and collaborating with stakeholders.

ASSET EDUCATION:

AEDU1. Possession of a valid journeyman's certificate in a major residential building trade or certification as an engineering technologist or technician.

Security: Reliability Status. Recent and acceptable driver's abstract. Valid, unrestricted driver's licence holding a qualification (class) equivalent to the DND vehicle to be operated. Eligibility and willingness to obtain the DND 404 military driver's licence. Utilizing necessary equipment and clothing in compliance with safety regulations. Strict adherence to the Department of National Defence and Canadian Forces Code of Values and Ethics, Values and Ethics Code for the Public Sector, Directive on Conflict of Interest, and Defence Administrative Orders and Directives (DAOD) 7021-1, Conflict of Interest.
