Job Description

Provides strategic leadership and direction throughout the municipality and plays a pivotal role in the financial health and operational efficiency of the Village through strategic financial planning, optimization of resources and oversight of financial processes and procurement. A critical advisor for the Village, this position plays a key role in the achievement of strategic organizational goals, navigating financial risk and compliance as well as fulfilling the position of Financial Officer.

Responsibilities:



General:

Provides direction to department employees by planning, assigning, and supervising work to ensure conformance to standards, legislation and organizational/departmental priorities Ensures the optimum utilization of staff and resources for the department through the selection, hiring, training, development and performance evaluations of staff Prepares, presents and manages budgets for the department Develops, implements and maintains organizational policies and operational procedures Attends meetings of Council and Committees, provides advice and recommendations to Mayor, Council and CAO on all matters affecting the long- and short-term needs of the community as it relates to finance and procurement Directs activity conducted by consultants and contractors on behalf of the Village Manages service level agreements and contract renewals accordingly Performs other duties as assigned
Strategic Leadership:

Guides the development and implementation of programs aligned with the Village's goals Fosters collaboration across departments to achieve seamless service delivery Supports the CAO in executing strategic initiatives and contributing to long-term planning Supports the CAO with financial planning processes
Financial Oversight:

Performs all statutory duties and responsibilities as municipal Finance Officer under provincial legislation Develops operational, capital and reserve budgets in conjunction with Council and the leadership team Prepares the five-year financial plan and facilitates its adoption in the form of a bylaw each year Partners with budget owners in the preparation and use of their budgets Administers Village funds according to the approved budget, and monitors financial expenditures Develops financial bylaws, financial statements, statistical reports, cost analysis and annual reports Develops and maintains long term financial planning, reserve and debt management plans Leads the annual financial statement audit in conjunction with external auditors Oversight and approval of payroll and benefit administration for Village staff Responsible for compiling and providing working papers and reconciliations for audit purposes Ensures accurate records are maintained including analysis, oversight and approval of trial balances and general ledger Responsible for accurate monthly reconciliation of all bank accounts, Municipal Finance Authority accounts and special services Maintains analysis of all reserve accounts Monitors and maintains MFA Pooled Investment Funds; reconciles monthly and apportions interest to various participants in the fund, responsible for subscriptions and redemptions Monitors and controls the maintenance of financial statements and financial systems; reviews, develops and recommends procedures for financial management
Asset Management

Partners with the leadership team to develop and maintain the Village asset management plan
Funding Management:

Oversees grant reporting requirements and ensuring compliance with any funding agreements Responsible for the financial monitoring of funding receipts and projections Collaborates with external partners and stakeholders to provide funding projections and analysis
Procurement:

Develops and maintains policy to guide the procurement of goods and services on behalf of the Village Keeps abreast of current developments and best practices in local government purchasing Supports the leadership team with purchases that require loan authorization Takes a lead during significant contract management negotiations e.g. BC Transit
Risk and Compliance:

Identifies and mitigates financial risks to the Village, both internal and external Prepares and approves internal and external policies and procedures related to financial services Ensures departmental compliance with all applicable, Federal, Provincial and Municipal statutes, legal requirements and reporting
Taxes & Utilities:

Responsible for all activities related to the property tax function Responsible for the full property tax and utility billing cycle Presents annual property tax rates
Human Resources

Provides strategic and operational support for Human Resources, including oversight of daily activities managed by the HR Advisor Leads the design and administration of competitive compensation structures and employee benefits programs. Ensures accurate, timely, and compliant payroll processing and reporting

Skills and Experience:



Experience as a team leader with the ability to influence and delegate Demonstrated leadership in organizational change and performance management Highly organized with effective attention to detail and accuracy Confident with public speaking and delivering presentations Bachelor's Degree with a major in Financial/Accounting discipline Professional Accounting Designation Knowledge of or ability to learn municipal legislation as it relates to finance Demonstrated knowledge of public sector accounting standards Internal auditing experience desirable Proficient in financial systems (Vadim an asset)

Emergency Operations:



Anyone actively employed by the Village of Pemberton may be required to assist the Village in providing emergency services. Duties assigned during an emergency situation may differ from regular duties.
