The Brantford Police Service is seeking a Chief Financial Officer (CFO) responsible for the accounting, budget control & coordination of expenditures and financial efficiency of the Brantford Police Service.
This position is currently part of the Senior Officer Agreement (SOA) and will change subject to new police act.
Salary Range: Inspector Level salary based on Senior Officer collective agreement.
PURPOSE OF POSITION
Reporting to the Office of the Chief you will be responsible for providing strategic management of the accounting and finance functions, directing accounting policies, procedures, and internal controls, recommending improvements to ensure the integrity of a company\xe2\x80\x99s financial information, collaborating with senior management, hiring, training and retaining skilled finance staff. This position also provides supervision to the Administration, Quartermaster, Fleet and Maintenance Departments.
The successful candidate will be comfortable and committed to be part of a change and modernization process and will be responsible for providing high level financial analysis and forecasts. You will prepare and present financial statements and special reports for a diverse group of clients including the Police Services Board of Directors and City Council. You will be comfortable making recommendations that lead to financial efficiency for the organization. A priority will be to implement a multi-year budgeting process for the Brantford Police Service.
SUMMARY OF DUTIES AND RESPONSIBILITIES

  • Candidates for CFO should have held positions of increasing responsibility in accounting with a minimum Five (5) years\xe2\x80\x99 experience in a managerial role.
  • Strong analytical skills and an in-depth knowledge of Public Sector Accounting Standards is necessary.
  • Experience in public sector budgeting with multi-year budgeting would be an asset.
  • Experience with finance in a police service or law enforcement agency would be an asset.
  • Excellent relationship building skills (experience leading in a collaborative, team environment.
  • Demonstrated commitment to delivering excellent public service.
  • Proficient organizational skills with the ability to complete daily duties while managing the demands of special projects.
  • Ability to complete work with a high degree of accuracy.
  • Proven ability to effectively work with a variety of individuals at all levels of the organization.
  • Excellent communication skills both written and oral
  • Comfortable and committed to be part of a change and modernization process.
  • Experience transitioning a team from yearly budgets to multi-year budgets.
  • Comfortable and experienced in providing candid input for Executive Level decisions.

Education and Qualification
  • Bachelor\xe2\x80\x99s degree in accounting or business Management
  • Professional Accounting designation (CPA) is required.

  • Candidates must have strong analytical, strategic planning and communication skills, including an ability to work well with management, board members and other stakeholders.
  • Advanced knowledge using the Microsoft Suite of products specifically, Excel spreadsheets is necessary; Knowledge using JD Edwards, Questica preferred.
  • Excellent relationship building skills (experience leading in a collaborative, team environment.
  • Ability to produce a variety of professional analytical and statistical reports and presentations.
  • Demonstrated time-management and organizational skills.
  • Technology savvy

Abilities

  • Ability to observe, retain and prepare clear, concise and accurate reports and operate general office equipment.
