Reporting to the Manager, Partnerships and Business Services, and working in a team environment, the Business Services Officer will oversee a range of third-party contractual uses of Parks, Forestry and Recreation spaces. The Business Services Officer will negotiate, prepare and manage licenses, agreements, contracts, delegated approvals, staff reports, and requests for proposals. This position assists in advancing the strategic goals of Parks, Forestry and Recreation by defining and managing vendor relationships, and by advancing high-quality user experiences through the delivery of complimentary partnerships and business operations. Specifically:

Major Responsibilities:
  • Develops and implements detailed plans and recommends policies regarding program specific requirements.
  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Ensures that the project expenditures are controlled and maintained within approved budget limitations.
  • Negotiates, prepares and manages all new and renewed real estate leases/agreements, concession licenses/agreements and all vending contracts for Parks and Recreation, including ongoing issues related to rental payments, property taxes owing, daily operational concerns and contract performance.
  • Ensures adherence to specific items such as important notification dates, rental payment schedules leasehold improvements and provision of services.
  • Prepares delegated approval forms and staff reports for Committees and Council and attends appropriate meetings to provide information.
  • Develops, evaluates, recommends and implements a variety of Requests For Proposals, for the operation and development of Parks and Recreation business opportunities.
  • Develop pilot projects to expand service levels and generate revenue for the Districts.
  • Prepares recommendation, and implements, policies, procedures and standard agreements related to various Divisional real estate issues.
  • Develop new revenue plans, including new opportunities for sustainable revenues, opportunities for sponsorships and partnerships and coordinate strategic revenue planning for the Division.
Key Qualifications:
  • Post-secondary education in Public Administration, Business, or a discipline pertinent to the job function or equivalent combination of education and experience.
  • Experience in the use of various computer software applications relevant to the work (e.g. SAP, MS Office such as Word, Excel for statistical analysis, databases, mapping, research, etc.).
  • Experience negotiating, preparing and managing real estate leases, licenses, agreements including preparation of RFP\'s.
  • Experience in the preparation of delegated approval forms and staff reports for Committees and Council and attends appropriate meetings to provide information.
  • Knowledge of the Occupational Health and Safety Act and Regulations, Collective Agreements and related Labour Legislation.
  • Highly developed communication skills, both orally and in writing, at all organizational levels and ability to prepare reports, correspondence, presentation material and Council reports.
  • Superior analytical, interpersonal, problem solving and conflict resolution skills.
  • Ability to effectively communicate, resolve conflicts and provide supervision, guidance and training to assigned staff.
  • Ability to exercise independent judgement and discretion in dealing with confidential matters.
  • Ability to establish effective working relationships with employees, client divisions, external agencies and partners, service providers, suppliers and representatives from various levels of government.
