Job Description


Acosys consulting is looking to hire One (1) Business Consultant (Level 3) for a contract role with one of our federal clients.

Tasks

Privacy Impact Assessments and responses (primary function) The resource will be required to perform the following tasks:

  • Develop and complete a Privacy Impact Assessments for the client, in particular the Federal Pay Administration Program sub-program as required and specifically items found in Part Three (Annexes) of the Pay Program PIA.
  • Review responses and recommendations from the client on previously submitted Federal Pay Administration Program PIAs, then draft the Federal Pay Administration Program\'s responses to the Clients recommendations
Ongoing Privacy Analysis Support (secondary function on an as required basis).
  • Review, assess and ensure that Pay Administration is compliant with Clients Departmental Policy on Privacy \'
  • Review, assess, propose recommendations and design solutions to ensure privacy considerations are properly embedded in the change management process;
  • Review, assess, propose recommendations to the Pay Administration Branch Privacy Breach Protocol;
  • Review, assess and propose recommendations to privacy clauses in Department and Information Service Agreements;
  • Review, assess and propose recommendations to privacy clauses in third party service contracts;
  • Review, assess, propose recommendations and design solutions to privacy notice and consent statements found in Phoenix User Access Forms;
  • Review, assess, propose recommendations and design solutions to privacy compliance of Phoenix business user roles. This work also includes assessment and rationalization of disclosures resulting from extended access to business users.
  • Review, assess, propose recommendations, and design solutions to privacy training products for Phoenix users;
  • Review, assess, propose and recommendations to proposed retention and disposition schedules for data held in Pay systems; and
  • Review, assess, propose recommendations and design solutions to ensure privacy compliance of activities related to the implementation of enhanced and automated audit and fraud management capabilities.
Deliverables

Mandatory
  • Draft Privacy Impact Analysis (PIA) for Pay Administration sub-program (CS-Pay, Client Contact Centre, and Pay Centre).
  • Final (approved) PIA for Pay Administration sub-program (Part 3)
  • Review Privacy Risk Mitigation Plan
  • Update Privacy Risk Mitigation Plan for approval.
  • Review Client responses and recommendations, when received
  • Draft responses to Client recommendations
  • Update Privacy Risk Mitigation Plan in response to Client findings
As when Required
  • Draft report on proposed changes to the Change Management process.
  • Final (approved) proposed changes to the Change Management process.
  • Draft report on proposed changes to Departmental Information Sharing Agreements
  • Final (approved) report on proposed changes to Departmental Information Sharing Agreements
  • Draft report on proposed changes to Third Party Service Contracts
  • Final (approved) report on proposed changes to Third Party Service Contracts
  • Draft proposed changes to User Access forms
  • Final (approved) proposed changes to User Access forms
  • Draft proposed changes to Privacy Breach protocol
  • Final (approved) proposed changes to Privacy Breach Protocol.
  • Draft changes to disposition schedule for data held in Pay systems and implementation plan
  • Final (approved) Recommended disposition schedule for data held in Pay systems and implementation plan
Mandatory Requirements
  • The Proposed Resource must have 5 years of experience within the last 10 years writing an approved Privacy Impact Assessment (PIA) in the Government of Canada
  • The proposed resource must have 5 years of experience in conducting privacy analysis in at least 3 of the following areas:
  • Privacy assessment of business requirements related to Change Requests calling for system adjustments;
  • Information Sharing Agreements;
  • Privacy requirements associated with third party service contracts;
  • System user access and notice and consent statements;
  • Design of privacy training;
  • Privacy breach protocols;
  • Retention and disposition schedules; and/or
  • Audit and fraud management.
  • The Proposed Resource must have 3 years\' experience within the last 10 years in reviewing, updating and/or creating Personal Information Banks (PIB).
  • The Proposed Resource must have minimum 3 months experience in within the last 5 years Pay & Benefits operations.
  • The Proposed Resource must have 5 years experience in the last 10 years System user access and notice and consent statements
  • The Proposed Resource must have minimum 5 years experience in the last 10 years Design of privacy training
  • The Proposed Resource must have minimum 5 years experience in the last 10 years Privacy breach protocol
  • The Proposed Resource must have minimum 5 years experience in the last 10 years Retention and disposition schedules
  • The Proposed Resource must have minimum 5 years experience in the last 10 years Audit and fraud management.
  • A relevant DEGREE from a University or recognized school.
Security Clearance:

A RELIABILITY Security Clearance is Required.

Language of Work:

It is anticipated that the majority of the work will be carried out in English. However, there may be a circumstances where, from time to time, the work could be conducted either in French or in both official languages.

Contractors are however under no obligation to be fluent in both official languages.

Work Location:

It is anticipated that the majority of the work will be carried out remotely, yet entirely within Canada. Some virtual presence, via the use of MS Teams for example, is expected. However, as a result of the federal government\'s return to work guidelines some on site presence may be required at select Client facilities in the National Capital Region (NCR)
