JOB SUMMARY


The mandate of Supply Services is to ensure procurement activities (valued at approximately $1 billion annually) and payment activities (valued at approximately $3 billion annually) are undertaken with a strategic corporate outlook, and reflect industry best practice to effectively meet the needs of City departments, the Library Board, Ottawa Police Services and the expectations of Council. You are responsible for analyzing and optimizing the procurement to payment processes, practices and system functionalities for assigned clients across the corporation to maximize efficiencies and ensure compliance with the Procurement By-law and other corporate direction. You are also responsible for providing strategic sourcing advice to management and staff in Supply Services and client departments, keeping current with industry trends and best practices, and leading/undertaking assigned projects.

EDUCATION AND EXPERIENCE


Completion of 4 year university degree in Business or Public Administration, Commerce, Economics, or a related field. Minimum of 5 years of experience in business analysis, process design/redesign, project management and procurement.

KNOWLEDGE


  • Business analysis practices and techniques, including the methods, practices and tools used in requirements\xe2\x80\x99 definition, and business process review, design and re-design
  • Procurement activities, strategic sourcing strategies and practices
  • System process flows
  • Market dynamics and their implications on cost, quality and risk
  • The mandates, responsibilities, operations and business contexts of assigned client groups
  • The City\xe2\x80\x99s Procurement By-law and other relevant corporate/ departmental policies, guidelines and procedures
  • Legislation and regulations relevant to the supply function and client business lines
  • Existing and emerging trends and best practices in business analysis and procurement to payment processes
  • Computer applications, including Microsoft Office suite
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers.

  • Language Requirement: English oral, reading, writing
  • Police Record Check: The successful candidate will be required to complete a Criminal Records and Judicial Matters Check with the Police Services detachment in their jurisdiction to the City of Ottawa\xe2\x80\x99s satisfaction.; Police record checks completed by a third-party company will not be accepted.
