Main Purpose and Function

This position will comprise of complex field and office work of a technical, administrative and financial nature involving the management and inspection of a large number of City-owned properties, other than Civic buildings. The position is responsible for all matters related to the demand (corrective) and preventative (planned) maintenance of the assigned properties, and ensuring that the leased CityaEUR(TM)s assets are well-managed and resilient. Properties may include one family dwellings, multiple dwelling conversions, apartment buildings, commercial and industrial buildings, facilities operated by non-profit societies, parking lots as well as vacant land parcels.

Specific Duties/Responsibilities

  • Inspects existing and newly acquired properties to determine if improvements are required to ensure conformance to building code, regulations, and municipal by-laws relevant to land use, building safety and maintenance, health and safety.
  • Determines repairs and renovations requirements. Coordinates and implements small capital replacement projects as required and provides recommendations for approval/implementation on major projects.
  • Prepares cost estimates for work under consideration, prepares specifications for contractors where work is put out to tender. Reviews quotes, evaluates plans, obtains approvals as required, selects contractors as required, reviews work to ensure conformance to specifications and regulations, and authorizes payments.
  • Supervises work conducted by City staff and contractors.
  • Prepares tenders on demolitions, moving of City buildings and major land clearing, and inspects work in progress to ensure compliance with contracts.
  • Works closely with employees within the City Departments and external consultants regarding the development, monitoring and improvement of building maintenance plans.
  • Reviews and evaluates maintenance plans and maintenance expenses.
  • Provides guidance and operational input to the Tenants and Operators of the leased properties in the area of maintenance and operations of the leased premises. Recommends best general maintenance practices. Assists the Tenants and Operators when major technical problems arise.
  • Assist the Tenants and Operators of the leased properties to develop systems for inspection of the building and its systems on a routine basis with specific emphasis on: structural systems, electrical distribution systems, plumbing systems, life safety systems, elevating devices, HVAC, and Power Generation systems
  • Conducts site inspections to ensure the Tenants and Operators of the leased properties are complying with the assigned maintenance responsibility in the Operating/Leasing Agreement and provides recommendations and timelines for improvement, provides guidance, advice and support to ensure the effective implementation of the recommendations, and monitors ongoing results.
  • Works closely with Capital Maintenance Department in assisting the implementation and/or update of the Capital Plans and capital improvement initiatives.
  • Recommends and implements environmentally friendly solutions in the areas of maintenance and operation of the buildings.
  • Works closely with the Tenants and/or Operators of the leased properties and other City staff to resolve disputes between Operator and other stakeholders in sophisticated real estate arrangements.
  • Maintains constructive working relationships within the City, and acts as a catalyst in jointly formulating ideas and facilitating creative solutions related to the functionality of the leased assets.
  • Maintains a positive, productive relationship with the Tenants and Operators of the leased properties; answers their maintenance enquiries; supports Real Estate in dealings with problem tenants; serves notices if necessary.
  • Understands and follows City of Vancouver procurement policies and procedures, participates in the process of formulating and signing of maintenance agreements with external contractors, manages the relationships with the City of Vancouver vendors.
  • Maintain thorough records regarding the assigned property portfolio, including a list of all inspections, maintenance requests, and any complaints, records of repairs, costs of repairs, maintenance costs, maintenance schedules, and other pertinent information.
  • Participates in the preparation and administration of the maintenance budgets in the assigned portfolio; submits budget recommendations; monitors expenditures; prepares cost estimates; submits justifications for projects; monitors budget expenditures.
  • Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations
  • Performs other duties/responsibilities as assigned
Qualifications

Education and Experience
  • Degree from a vocational school or BSc/BA in business or other University degree preferred.
  • Minimum five (5) years of experience in building trades or in general contracting, including estimating repair costs or Minimum five (5) years of experience in Property/Facility management is preferred.
  • Intermediate skills using MS Office and smart phones; familiarity with SAP or another Enterprise Resource Planning system.
  • Ability to travel to various sites is required.
  • Driver's License for the Province of British Columbia.
Knowledge, Skills and Abilities:
  • In depth knowledge of all rules and regulations surrounding modern property maintenance.
  • Thorough understanding of WCB and health and safety regulations.
  • Knowledge of principles, methods, current costs and materials used in building construction and property improvements.
  • Ability to determine necessary repairs and improvements to properties, estimate costs of such repairs and check work for conformance with contract specifications.
  • Proven organizational and time management skills; ability to evaluate the urgency of maintenance requests for prioritization.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 - 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
