Job Summary
Bring your financial expertise and leadership skills to this unique opportunity The Ministry of Health is responsible for maintaining an accessible, high quality, affordable system for health service delivery that meets the needs of the citizens of the Province of BC. Its mandate is to support and enhance a responsive, comprehensive, regionalized health care system that promotes and provides for the physical, mental and community health of all British Columbians. The Finance and Corporate Services Division supports the Ministry Executive and programs by managing and ensuring a consistent approach to financial and corporate issues. The services are provided through seven branches: Financial Operations, Financial Analysis and Decision Support, Regional Grants and Decision Support, Audit and Investigations, Business Financial Transformation, Capital Services and Logistics Strategy. These branches provide financial advice and assist programs to meet their strategic goals and operational plans, and ensure compliance with relevant legislation, regulations and central agency directives. Reporting to the Executive Director of Financial Operations/CFO the Manager, Budgets is accountable for providing central financial administration support, including budget development and management; financial reporting; financial analysis and monitoring; and other related duties, in accordance with generally accepted financial policies and accounting standards. This includes the planning, coordination and development of the overall expenditure and revenue budgets and supporting documentation for presentation to Treasury Board and for Estimates Debate; tracking of budget and expenditures for various federal funding agreements; the implementation of systems of budgetary control, including the ongoing review and reporting of historical and current year financial results; long-range financial planning; and for the provision of financial advice to the Deputy Minister, Assistant Deputy Ministers and other ministry managers.
Job Requirements:
  • A Degree in Business Administration, Public Administration, Finance OR a Professional Accounting Designation (CPA-CA, CPA-CGA or CPA-CMA), AND 2 years recent, related experience.
  • An equivalent combination of education and experience may be considered.

Recent, related experience must include the following:
  • A minimum 2 year\xe2\x80\x99s experience in financial management and administration including financial analysis and reporting on complex multi-million dollar budgets.
  • Experience in preparation of financial reports for executive staff.
  • Leading and resolving staff issues, including developing and evaluating performance goals; coaching, team-building and mentoring.

Preference may be given to candidates with one or more of the following:
  • Experience interpreting legislation and policy and providing advice to clients.
  • Relevant experience working in the public sector.
  • Relevant experience working in the health sector.

About this Position: This position is excluded from union membership.
