Location: Kuujjuaq QC - PAID RELOCATION

Salary: Competitive + various allowances

Reporting to the director of the Sustainable Employment Department, the selected candidate assists the department director with the strategic and operational management of the department. In the spirit of Section 29 of the James Bay and Northern Quebec Agreement and pursuant to the Act respecting Northern Villages and the company, the mission of the department is to provide tools for employment in the context of Inuit economic and social development. Since 1992, this mission has progressively led the Department to assume responsibility for the delivery of related federal and provincial government programs.

The mission of the Sustainable Employment Department (SED) is to provide comprehensive and professional services for employment, training, income support and child care services to the Nunavik population in the context of Inuit social and economic development.

The SED delivers training and employment funds to organizations and individuals and has Local Employment Offices in each community.

The selected candidate in particular has the following duties:
i, Plan, organize, manage and monitor all the operations of the specialized employability services and programs.
i, Evaluate the progression of the current measures of the employment service needs throughout Nunavik.
i, Contribute to the design and implementation of the department's global and integrated specialized employability services plan with both provincial and federal strategies.
i, Provide supervision and support for staff under his/her responsibility.
i, Participate in the planning, deployment and management of the financial resources of his section in collaboration with the Financial Manager, including budget preparation and monitoring.
i, Manage the human, financial and physical resources under his/her responsibility, according to sustainable employment services objectives.
i, Participate in the negotiation and implementation of agreements with, and related reporting activities for, the federal and provincial governments concerning sustainable employment services.
i, Develop and maintain working relations with various partners in all specialized employment services and programs within the department. As well as provide assistance to the staff in delivering employment counselling to clients and develop individual action plans.
i, Work closely with the Services-Nunavik section regarding the promotion and recruitment for job postings.
i, Prepare reports as requested by management and pursuant to various agreements.
i, Represent the company in files concerning sustainable employment services and programs.
i, Participate in various internal and external committees on issues related to sustainable employment.
i, Report to the department director on files concerning sustainable employment services and programs.
i, Perform any other duties requested by the department director.

QUALIFICATIONS
i, Possess a university degree in Public Administration or a related field;
i, Possess at least five years of relevant work experience. Experience with sustainable employment services will be considered an asset;
i, Have experience with budget preparation and monitoring;
i, Have experience with staff management;
i, Possess practical knowledge of Microsoft Office software;
i, Possess excellent analytical and problem-resolution skills;
i, Be able to communicate orally and in writing in at least two of the following languages: Inuktitut, English and French;
i, Be available to travel frequently.
