Who we are

The Independent Electricity System Operator (IESO) works at the centre of the province\'s power system, ensuring Ontarians have access to reliable and cost-effective electricity when and where they need it. We operate the province\'s electricity grid 24/7, design, run and oversee the wholesale electricity markets, and plan and prepare to meet Ontario\'s electricity needs - now and into the future.

The opportunity

This position is in the Market Assessment and Compliance Division (MACD) which performs core functions to support the enforcement of Ontario\'s electricity market rules. These rules promote the reliable, fair and efficient operation of the IESO-controlled grid and IESO-administered markets. This role complements MACD\'s compliance-enabling functions.

More specifically, MACD is responsible for monitoring, investigating and enforcing compliance with Ontario\'s market rules and the reliability standards established by the North American Electric Reliability Corporation (NERC), the Northeast Power Coordinating Council (NPCC) and the IESO. As part of its mandate, MACD is also responsible for the auditing of market participant compliance with these standards.

What you\'ll do

  • Conduct analyses and daily monitoring to assess the performance of the IESO-administered markets and grid, and the conduct of market participants; preparing reports, as required.
  • Assist in the creation of data models using structured and unstructured data sets and apply analytics and visualization techniques for the purpose of deriving key insights and "telling a story" with data.
  • Assist in maintenance of data catalogues and daily monitoring indices; ensure that the catalogues are kept current and notify/publish as required.
  • Further actions may include supporting variously termed processes such as audits, reviews, investigations (among other terms) under the market rules, depending on the specific rule; these matters may lead to dispute, litigation and appeal under the market rules. They may also involve the determination and execution of recovery and claw-back authorities afforded the IESO under the market rules.
  • Support the department in the corporate framework for monitoring, investigating, auditing, documenting, and promoting market participant compliance with the market rules, regulations, reliability standards, policies and procedures governing the IESO-administered markets and grid.
  • Contribute to the development of business processes, systems/tools, and procedures to monitor, evaluate, and analyze the performance of the market and the conduct of its participants to identify events that require further analysis, investigation or audit.
  • Maintain a current knowledge of assessment and compliance activities relating to market rules, market participant activities, and IESO policies and procedures, for the purposes of supporting, and updating as required, market rule provisions and processes related to the recovery or claw-back of certain payments from market participants, the assessment of market outcomes and market participant conduct to evaluate the competitiveness and efficiency of the IESO-administered markets, or investigations or audits into market participant compliance with the market rules and related standards.
  • Assist in the execution of daily monitoring, investigation, audit or other recovery and/or claw-back processes, working with IESO line personnel and market participants, as required.
  • On an on-going basis, assist in reviewing the effectiveness of existing monitoring, assessment, investigative, recovery or audit processes, systems and procedures. When required, support the drafting of new and/or modified processes, systems, and procedures for MACD and provide engineering/technical guidance and support regarding the associated development of new tools, processes, systems and procedures.
  • Support the daily monitoring of the performance of the IESO-administered markets and IESO-controlled grid, and the conduct of market participants; apply statistical and programing knowledge to develop queries and data visualizations, as required.
  • Prepare or contribute to the preparation of standard and ad-hoc reports as necessary in accordance with corporate and legislated obligations.
  • Publish reports and data summaries, including coordination with the Web publishing team as necessary.
  • Support requests from market participants for data and information, while respecting confidentiality criteria; maintain the efficient, safe, and confidential transport of departmental data and information across all interfaces, including the provision of information or support, as necessary, to the Market Surveillance Panel.
  • Work collaboratively with other members of MACD to effectively implement the goals of the department within the context of the broader corporate direction.
  • Perform other duties as may be required.
What you need to succeed

Education:
  • This position requires an academic background in engineering, economics, finance or business at a level to understand the technical/economic/legislative parameters governing the energy industry, the IESO-administered markets and the IESO-controlled grid.
  • Requires strong oral and written communication skills in order to prepare reports and communicate effectively with other staff at various levels of authority involved in accomplishing work objectives.
  • This knowledge is considered to be normally acquired either through the successful completion of four years of university education in an appropriate field, or by demonstrating an equivalent level of knowledge through work or related experience.
Experience:
  • This position requires some experience in methods of discovery and investigation which involves having good analytical and reasoning skills, as well as exposure to system and market operation practices and procedures, including legislation, resource utilization and system control techniques is also required.
  • Experience conducting statistical and/or analytical assessments and evaluations, as well as experience with analyzing large data sets, using statistical and/or econometric modeling techniques, is preferred.
  • Some technical experience is required, including exposure to statistical and database software, desktop software applications, data collection, transformation, aggregation and analysis, various PC-based data query and calculations tools, one or more programing languages and computer system interfaces is preferred.
  • Knowledge of the legislative and regulatory parameters governing the Ontario electricity marketplace is required.
  • A period of over 4 years, up to and including 6 years is considered necessary to gain this experience.
