Who we are

The Independent Electricity System Operator (IESO) works at the centre of the province's power system, ensuring Ontarians have access to reliable and cost-effective electricity when and where they need it. We operate the province's electricity grid 24/7, design, run and oversee the wholesale electricity markets, and plan and prepare to meet Ontario's electricity needs - now and into the future.

The opportunity

The Senior Analyst will implement the corporate framework for monitoring, documenting, investigating and promoting market participant compliance with the Market Rules, regulations, standards, policies and procedures governing the market place. Employ a structured project management approach for diagnosing project-related problems, developing and communicating solutions, facilitating decision-making, preparing documents, and managing expectations.

You will provide analytically focused direction and support to monitor, evaluate, and analyze the performance of the market and the conduct of its participants to identify the circumstances for further analysis or investigation. These further actions may include variously termed processes such as audits, reviews, investigations (among other terms) under the market rules, depending on the specific rule. Although these matters may lead to dispute, litigation and appeal under the market rules, they do not involve the imposition of financial penalties and other sanctions. They involve the determination and execution of recovery and claw-back authorities afforded the IESO under the Market Rules. These authorities, at a minimum, include the execution of provisions of the market rules related to: Real-Time Generation Cost Guarantees, Local Market Power, a variety of Congestion Management Settlement Credit circumstances, Intertie Transaction Failures, Transmission Rights Payments, and Operating Reserve payments.

They involve the determination and execution of recovery and claw-back authorities afforded the IESO under the Market Rules.

What you'll do

Conduct financial analyses related to market activities, pricing anomalies, payment claw-back and recoveries.

Contribute to the development and maintenance of, and adherence to a framework governing all of the above processes, including policies, handbooks, guides, procedures, processes, templates, tools and manuals.

Initiate/respond to a dispute and provide support as required to the Dispute Resolution Process. This includes the collection of data, communicating and/or meeting with the Participant(s) and/or the Dispute Resolution Panel and staff internal to the IESO, seeking legal opinions, etc.

Review and assess market data and information provided by market participants; propose courses of action and work with IESO line personnel and Market Participants, as required. * Undertake complex evaluation and analysis and report on the performance of the IESO-Administered Market and the conduct of participants within that market.

  • Undertake and report on investigations in accordance with legislation, regulations and policies and procedures of the IESO.
  • Implement the decisions of Senior Management with respect to audit, investigation or other similar process.
  • Notify Participant(s) of the results of investigations, and inform others of any decision, as per the procedures.
  • Contribute to the maintenance of all databases and apply statistical and programing knowledge to develop queries and data visualizations.
  • Initiate/respond to a dispute, as required, including filing and serving/responding to a notice of dispute and summary thereof.
  • Provide support as required to dispute resolution process.
  • Implement procedures to safeguard the confidentiality of data from or about Market Participants.
  • Undertake the development and delivery of internal and external training packages, as required.
  • Respond to Client Support inquiries by providing written procedural instructions, technical advice, guidance, and/or training, as appropriate.
  • Provide other IESO staff with guidance regarding the appropriate use and interpretation of information produced by, or related to, compliance monitoring and dispute resolution processes.
  • Work collaboratively with other members of the team to effectively implement the goals of the team within the context of the broader corporate direction.
  • Perform other duties as may be required.
What you need to succeed
  • Requires academic training in business, commerce, economics, accounting audit, law or engineering to understand and apply the technical/economic legislative parameters governing the energy industry and market place.
  • Requires good written and oral communication skills, in order to prepare reports, develop documentation and communicate effectively with all contacts involved in accomplishing the work objectives.
  • This knowledge is considered to be normally acquired in or equivalent to 4 years University education in an appropriate field.
  • Requires experience in methods of discovery and/or investigation and/or audit, which involves application of analytical, reasoning and negotiating skills.
  • Requires knowledge of the legislative parameters governing the Ontario electricity marketplace.
  • Requires significant knowledge and understanding of the design of the IESO administered markets.
  • Requires operations/planning experience in electrical industry, power system operations/planning, finance, regulatory and/or enforcement activities or audit.
  • Experience working independently and/or leading major projects.
  • A period of over 8 years up to and including 10 years is considered necessary to gain this experience.
