The Independent Electricity System Operator (IESO) works at the centre of the province\'s power system, ensuring Ontarians have access to reliable and costeffective electricity when and where they need it. We operate the province\'s electricity grid 24/7, design, run and oversee the wholesale electricity markets, and plan and prepare to meet Ontario\'s electricity needs - now and into the future.

The opportunity

The Assistant Analyst - Compliance and Dispute Resolution will report to the Supervisor, Payment Recoveries. This position is part of the Market Assessment and Compliance Division (MACD) which performs core functions to support the enforcement of Ontario\'s electricity market rules. These rules promote the reliable, fair and efficient operation of the IESO-controlled grid and IESO-administered markets. This function complements MACD\'s compliance-enabling functions.

More specifically, this position supports the enforcement of various provisions of Ontario\'s electricity market rules which permit the IESO to recover or clawback certain market payments.

What you\'ll do

  • Support the department in the corporate framework for monitoring, documenting, investigating, auditing and promoting market participant compliance with the Market Rules, regulations, standards, policies and procedures governing the marketplace.
  • Assist in the enforcement of certain authorities afforded the IESO under the market rules related to the recovery and clawback of certain payments to market participants. These authorities may include variously termed processes such as audits, reviews, investigations (among other terms) under the market rules, depending on the specific rule. At a minimum, these include the execution of provisions of the market rules related to: Real-Time Generation Cost Guarantees, Local Market Power, a variety of Congestion Management Settlement Credit circumstances, Intertie Transaction Failures, Transmission Rights Payments, and Operating Reserve payments.
  • Although these matters may lead to dispute, litigation and appeal under the market rules, they do not involve the imposition of financial penalties and other sanctions. They involve the determination and execution of recovery and clawback authorities afforded the IESO under the Market Rules.
  • Conduct standard and ad hoc analyses, monitoring the performance of the markets and the conduct of participants and prepare reports, as required. Build data models using structured and unstructured data sets and apply analytics and visualization techniques for the purpose of deriving key insights and "telling a story" with data.
  • Maintain catalogues of data requirements and monitoring indices; ensure that the catalogues are kept current and notify/publish as required.
  • Keep informed regarding changes in market rules and the IESO\'s obligations, and recommend for approval any appropriate changes which may be required in the processes and procedures; update any procedures, as required.
  • Assist in the execution of recovery and/or clawback process, working with IESO line personnel and Market Participants, as required.
  • Assist in the investigations, audits and other processes related to recovery and/or clawback including the collection of data concerning alleged breaches by the IESO as reported by external parties.
  • Establish base case environments as required for standard and ad hoc studies, and as directed.
  • Identify and recommend appropriate processes/adjustments to apply when data are missing or incorrect.
  • Assist in the monitoring of the performance of the various markets and the conduct of Market Participants within those markets.
  • Apply statistical and programing knowledge to develop queries and data visualizations.
  • Prepare or contribute to the preparation of standard and ad-hoc reports as necessary in accordance with corporate and legislated obligations.
  • Maintain, update and publish, as required, catalogues of data requirements and monitoring indices.
  • Publish reports and data summaries, including coordination with the Web publishing team as necessary.
  • Support requests from Market Participants for data and information, while respecting confidentiality criteria; maintain the efficient, safe, and confidential transport of departmental data and information across all interfaces.
  • Assist in the drafting of new and/or modified processes, systems, and procedures for the MACD, as necessitated by changes to the market rules or the MACD\'s obligations.
  • Assist in review of the current tools, and provide engineering/technical guidance and support regarding the associated development of new tools.
  • Assist in the development and delivery of internal and external training packages, as required.
  • Work collaboratively with other members of MACD to effectively implement the goals of the department within the context of the broader corporate direction.
  • Perform other duties as may be required.
What you need to succeed

Education:
  • This position requires an academic background in engineering, economics, finance or business at a level to understand the technical/economic/legislative parameters governing the energy industry and market place.
  • This position requires strong written and oral communication skills in order to prepare reports, develop training documents, and communicate effectively with all contacts involved in accomplishing the work objectives.
  • This knowledge is considered to be normally acquired either through the successful completion of a 4-year university education in Engineering, Economics, Statistics or by demonstrating an equivalent level of knowledge through work or related experience.
Experience:
  • This position requires some experience in methods of discovery, investigation of strategic behaviour in emerging competitive markets, which involves having good analytical and reasoning skills.
  • Experience conducting statistical and/or analytical assessments and evaluations, as well as experience with analyzing large data sets, using statistical and/or econometric modeling techniques, is preferred.
  • Knowledge of the legislative and regulatory parameters governing the Ontario electricity marketplace is required.
  • Requires some experience in electrical transmission, power system modeling and/or costing and pricing in a non-regulated environment and/or assessing a market for inefficiencies, design and structural flaws and /or behaviors of market participants.
  • A period of over 4 years, up to and including 6 years is considered necessary to gain this experience.
