What you will do:





Reporting to the Manager, Asset Management, your primary responsibilities will include, but are not limited to, the following:


Communicate the asset management policy, plan, practices, process and provide asset management guidance to subject matter experts across the City's asset classes through regular meetings. Collaborate with subject matter experts (e.g. project managers, maintenance supervisors) to collect and maintain (e.g. facility) asset inventories and related asset attributed (e.g. estimated service life, replacement values, condition). Analyze asset information received from subject matter experts, review capital budget plan/project sheets, asset inventory and condition information, and understand/communicate impact/changes back to subject matter experts. Collaborate with subject matter experts and the Data and System Architect on algorithm enhancement ideas for projecting the performance of the City's infrastructure assets over a 25-year timeframe. Manage projects with consultants and contractors, coordinating with City staff, to complete building condition assessment, detailed engineering/architectural studies, investigative studies and other building asset related projects. Review and integrate new or updated infrastructure studies/master plans, in the standard operating procedures and the Waterloo Decision Support System and facility asset software, ensuring building condition assessments data are current and accurate Review and monitor levels of service metrics and provide recommendations for improvement as needed based on emerging AM standards/practices. Maintain standard operating procedure documents that outlines the methodology and processes the city uses to manage its infrastructure assets to assist in the consistency and quality of information used within the Waterloo Decision Support System. Define problems, collect data, establish facts, draw valid conclusions and provide potential solutions. Support continual improvement initiatives in own section and for other divisional partners Leverage facility asset data to create short- and long-term capital plans informed by the City's asset management system and available funding approved through the budget process. Review and integrate the 10-year capital budget and related capital project sheet information into Waterloo Decision Support System. Use the Waterloo Decision Support System to run budget and target scenarios and determine funding gap/long-term financial needs with respect to existing assets. Work with the City Staff including grants, incentives, capital/maintenance project alignment with GHG reduction strategies, and regulatory reporting. Work within Maximo to improve documentation of assets, locations, preventative maintenance plans, and information to support tracking of labour cost, material costs and vendor costs. Develop spreadsheet models/tools to assist in the analysis of condition and investment scenarios. Perform ad-hoc analysis and reporting as required Perform other duties as assigned

What you will bring:




A post-secondary university degree in Engineering, Architecture or a related discipline; Diploma/certificate or equivalent training in asset management is preferred. Minimum of five years progressive experience in engineering, architecture or equivalent; experience in a municipal environment is preferred. Experience related to industry best practices, asset management business principals and legislation, lifecycle costing, levels of service framework, risk assessment, infrastructure renewal costing and priority setting. Experience in building design and construction, detailed engineering studies, project coordination/management, and formal construction cost estimating (Class A or Class B elemental cost estimates) is an asset. Advanced software skills in MS Office suite of programs: experience with ArcGIS and SQL is preferred. Superior analytical and problem-solving skills with the ability to identify problems and seek solutions through past experience and/or innovation. Demonstrated skills working with multi-disciplinary teams. Strong attention to detail, ability to analyze data, identify trends and make recommendations. Experience with database-drive software, including Computerized Maintenance Management Systems (Maximo) and facility asset management tool (Gordian VFA), is considered an asset. Excellent organization, decision-making and problem-solving skills. Excellent verbal and written communication skills, relationship building and engagement skills. Familiarity with building regulations, codes, and standards including Ontario Building Code, Ontario Fire Code, Electrical Code ASHRAE, etc. is considered an asset Works well under pressure and meeting deadlines with the ability to keep things moving despite potential challenges and obstacles. Ability and willingness to travel between worksites, as necessary, utilizing reliable, safe and efficient methods of transportation is required to perform the job.
