Responsible for the day-to-day management of the Finance Division of the Liquor Control Commission (LCC) and the Cannabis Management Corporation (CMC) reporting directly to the Chief Financial Officer. The primary focus of the position will be to ensure the timely payment of invoices and collection of receivables as well as the production of month end financial statements for both the LCC and the CMC. The position participates in the yearend audit to ensure that both organizations are prepared for any changes to reporting standards under International Financial Reporting Standards (IFRS). Also responsible to assist in the ongoing review of financial operations and identify any areas that require improvement and offer solutions.


Duties will include but are not limited to:




Provide advice and support to Chief Financial Officer and PEILCC and PEICMC senior management regarding governmental, departmental and crown agency financial and administrative policies, legislation and regulations. Provide advice and support to Directors/Managers regarding governmental, departmental and crown agency financial and administrative policies, legislation and regulations. Provide effective leadership and direction to senior leaders of the LCC and CMC on all matters pertaining to financial management including budgeting, forecasting and analysis, audit, contract management, lease management, financial planning and IT management. Provide high quality advice, assistance, and information to the CEO, the Board of Directors, and other divisions pertaining to strategic and operational planning. Provide advice and assistance to the CEO and other senior staff of the LCC and CMC pertaining to the financial management of the LCC and CMC revenue and expenditure budget. Providing advice and assistance to staff/management in budgetary process and Treasury Board/Executive Council submission processes. Analyse budget proposals and forecast information (submissions). Assists Senior Management Teams in long range financial planning. Perform Departmental Senior Records Manager duties in complying with Treasury Board Directives on the retention of paper and electronic records. In conjunction with the RIM Coordinator establish a plan and manage the records retention plan to ensure security of all records for all LCC and CMC documents. These documents are maintained for seven years in 2 locations, a current site and a long-term storage site. Records must be readily available for audit by the provincial Auditor General, federal auditors, FOIPP coordinator and the various levels of police to support legal action. Ensure the data integrity of all financial systems used by the LCC and CMC. Ensure appropriate day to day financial management of the LCC and CMC in the areas of accounts payable, payment processing, accounts receivable, general ledger, bank processes, and statutory filings and IT security. Ensures sound financial management and planning through financial audit, budget and forecast processes and financial planning/projection. Facilitate the development and implementation of a Pricing Strategy to ensure the LCC and CMC meets its Board approved financial goals. Ensure compliance with Executive Council and Treasury Board Policies and Procedures. Ensure the data maintenance of all financial systems used by the LCC and CMC.

Minimum Qualifications:




Professional accounting designation. Considerable experience in accounting and providing support to management in a medium-to-large multi-organization entity. Considerable experience with accounting software in a medium-to-large multi-organization entity including exposure to interfaces with other information systems. Considerable experience with Oracle and/or other business-related accounting software. Considerable experience with spreadsheet software and experience in word processing. POS experience as an administrator or similar level would be considered an asset. Excellent oral and written communication, interpersonal, analytical, problem-solving and decision-making skills. Ability to understand and resolve complex issues, manage multiple tasks and meet deadlines.

Other Qualifications:




Leadership training would be an asset. Knowledge of Oracle Inventory/Purchase Orders and Cycle Counts would be an asset. Understanding of the warehouse/store operation of the PEILCC/PEICMC would be an asset. Other related education and experience would be an asset.
