: POSITION SUMMARY: Under the direction of the Supervisor of Economic Development and working closely with other CEDC staff, the Workforce Development Officer collaborates with and leverages the CEDC business development team and a network of local partners to deliver on the CEDC’s Talent Attraction and Retention Strategy.
MAJOR RESPONSIBILITIES:
  • Leads the Talent Team in fulfilling the Talent Strategy’s mandate of supporting and undertaking talent attraction in Thunder Bay, promoting and creating talent channels, providing exceptional client service, and coordinating the jurisdiction’s approach in addressing current and future talent needs.
  • Builds an annual strategic plan in collaboration with other CEDC staff identifying clients that require talent coordination services and providing advice and solutions that address their talent needs.
  • Delivers and executes the IRCC Rural Immigration Pilot for Thunder Bay and surrounding region and coordinates the assistance and services of other agencies involved in the pilot.
  • Enhances, manages and executes all aspects of Thunder Bay’s new talent attraction and retention strategy, including participation in Immigration, Refugees and Citizenship Canada (IRCC)’s new rural immigration pilot.
  • Works with local companies to advise and facilitate their access to and retention of top talent in support of the City’s economic growth.
  • Provides technical direction and guidance to other employees in relation to RNIP and coordinating Talent attraction.
  • Delivers and executes on the multi-year strategy, ensuring work aligns with the Talent Team’s mandate and track progress toward the Talent Strategy’s deliverables.
  • Builds a knowledge repository of local, national, and international talent channels, as well as expertise in the talent ecosystem in Thunder Bay, in support of partners and client service provision.
  • Maintains relationships with key contacts in government, and provides services to post-secondary institutions, non-profit organizations, and the private sector companies to align and advance talent-related strategic objectives.
  • Works collaboratively with municipal, provincial, and federal government partners from relevant departments, aligning and advancing these relationships to deliver on CEDC corporate priorities while maintaining political awareness and sensitivity.
  • Performs other such duties as required.
QUALIFICATIONS:
Education/Experience:
  • Degree in a business-related field, or a related discipline
  • Three years of providing technical direction and guidance to staff leadership experience
  • Five years’ professional experience in a related talent attraction and retention or business development role
  • Proven project management experience
  • Experience delivering results in a fast-paced, multi-disciplinary business environment
  • Experience supporting and building an inclusive, integrated, client-centred employment and training model
Skills/Abilities:
  • Strong leadership skills together with the ability to sell a vision and motivate staff
  • Ability to plan, develop, and deliver presentations to a variety of audiences using appropriate communication strategies
  • Superior ability to communicate effectively and concisely, both orally and in writing, including the ability to skilfully handle on-the-spot questions from senior officials, special interest groups, and the media
  • Energetic, hard working and passionate about strengthening Thunder Bay’s economy
  • A self-starter with the ability to work proactively and manage a diverse portfolio of files
  • Superior analytical, organizational and time management skills and decision making abilities
  • Ability to think creatively and work well independently and within a team environment
  • Flexible and adaptable with the ability to multi-task and respond in a dynamic environment
  • Results-driven and detail-oriented
  • Demonstrated interpersonal skills and ability to establish and maintain effective professional and working relationships with a variety of people including staff, community partners and the public
  • Political acumen and the ability to manage advisory and consultation processes, with private and public officials, co-workers, and the general public
  • Must be at an intermediate skill level in word processing and spreadsheet software
  • Proficient in the use of CRM platforms
  • Must be competent within the meaning of the Occupational Health & Safety Act
Assets:
  • Ability to speak, write and read French
CONDITIONS OF EMPLOYMENT:
  • Will be required to travel to various work locations and provide own transportation
  • Willingness and ability to travel within Canada and internationally (between 2-5 trips annually)
