Duties: Under the general supervision of the Water/Wastewater Legislative Compliance Supervisor. * Administer and enforce CGS Water and Wastewater By-laws and statutes.

  • Provide information and interpretation of by-laws to stakeholders including City officials, business representatives and the public. Mediate resolutions with non-compliant customers.
  • Perform field investigations including sampling and inspecting public and private properties as required to assess compliance. When required, enforce compliance through the issuance of notices and orders.
  • Install, maintain, retrieve and calibrate field-monitoring instrumentation; compile, review and interpret field-monitoring data.
  • Inspect water/wastewater structures and assist Water/Wastewater Environmental Compliance Officers with investigations and the collection of water/wastewater samples.
  • Co-ordinate and collect routine and legal samples (water and wastewater) for analysis to determine compliance with existing standards and regulations. Provide interpretation of field inspections/investigations, analytical results and other relevant data.
  • Collect, compile, maintain and present evidence required for court action. Prepare court documents.
  • Attend court to give evidence and testify at trials and hearings as directed. Conduct follow-up inspections after prosecution to prevent recurrence or the continuation of infractions.
  • Issue Part 1 Offence charges, as required.
  • Prepare reports and correspondence regarding the status of an ongoing investigation or complaint related to Water and Wastewater issues. Maintain complete and accurate records.
  • Participate on the Emergency Spill Response Standby Rotation.
  • Develop and maintain a thorough working knowledge of CGS's Safety Manual and the applicable Provincial Legislation listed therein.
  • Perform other related duties as required.
Qualifications:
  • Successful completion of a Community College diploma in Environmental Sciences, Chemistry, Public Administration or other related discipline from a recognized Community College with Canadian accreditation.
  • Must hold and maintain one of the following: (1) Class I Water Distribution Drinking Water Operator License or (2) Water Quality Analyst Certification through the Ontario Water/Wastewater Certification Office (OWWCO).
  • Must obtain within six (6) months of hire and maintain Operator-In-Training (OIT) Certification in Wastewater Collection through the Ontario Water/Wastewater Certification Office (OWWCO).
  • Certification as a Municipal Law Enforcement Officer (MLEO) is considered an asset.
  • Over one (1) year up to and including two and one-half (2) years of related municipal experience in law enforcement and interpreting water and wastewater analytical data with an understanding of industrial processes which generate wastewater.
  • Demonstrated understanding of municipal by-law enforcement procedures and methods.
  • Demonstrated understanding of application of environmental science and techniques, sampling, analytical procedures and interpretation of test results.
  • Demonstrated knowledge of environmental issues, regulations and standards with a focus on water and wastewater.
  • Demonstrated understanding of water distribution systems, wastewater collection and treatment systems and of the processes and practices used in Source Control programs.
  • Demonstrated knowledge of applicable Water/Wastewater By-laws and courtroom procedures.
  • Demonstrated interpersonal skills in dealing with peers, supervisors, and the general public. Must be able to deal with CGS staff and outside agencies in a courteous and effective manner.
  • Must be physically capable of lifting and handling equipment and objects weighing 22.68 kgs.
  • Must be able to perform all designated duties within a confined space, including entry.
  • Demonstrated ability related to the use of computer software and administrative systems in a Windows environment (e.g. word processing applications, spreadsheets, databases, file maintenance, and information input/retrieval, etc.).
  • Satisfactory health, attendance and former employment history.
  • Excellent use of English; verbally and in writing.
  • French verbal and written skills considered an asset.
  • Must be physically capable of operating a vehicle safely, possess a valid driver's licence, have an acceptable driving record and personal insurance coverage.
