The Opportunity
The Waste Management and Environmental Sustainability Department is comprised of three Branches: Solid Waste Operations, Solid Waste Management Policy and Planning, and Environmental Risk Management and Compliance. Overall, this Department is responsible for the operation and maintenance of the City's Landfill site, which includes non-hazardous solid waste disposal, household hazardous waste receiving and disposal, leaf and yard waste disposal and composting, and solid waste collection and disposal. The Environmental Risk Management and Compliance Branch aims to minimize environmental risk associated with growth and corporate infrastructure, including Source Water Protection, Climate Change Strategy, Sustainable Development Strategy, contaminated site response, sewer use by-law, spill response, ground water and surface water monitoring and investigations, and site plan reviews. This Department also develops and maintains strategies that promote circular economy and environmental sustainability, including waste diversion programs, sustainable waste management strategy, public outreach, and education.
Reporting to the Supervisor of Waste Collection Services, the Waste Collection and Contract Monitor is responsible for conducting on-going inspections of residential, industrial, commercial and institutional sites to ensure compliance with the municipal waste collection contracts and municipal by-laws. This position ensures the quality control of waste collection programs and service delivery associated with garbage and divertible materials are conducted according to the City's Waste Management By-law, the Waste Collection contract and established municipal standards. This position will assist with the monitoring and supervision of the City's waste collection service providers to ensure they perform according to contract requirements.

Education (degree/diploma/certifications)

• Two (2) year College Diploma in Business, Environmental Studies or a related discipline

Experience

• Two (2) years of cumulative part-time experience or one (1) year of full-time experience performing duties related to the major responsibilities of the position
• Two (2) years of related experience in contract administration, residential waste collection, waste auditing and by-law enforcement, including strong knowledge of waste management practices with emphasis on curbside waste collection, waste collection vehicles, customer service, contract management and municipal standards and bylaws
• Two (2) years of experience in a customer service environment

Knowledge/Skill/Ability

• General knowledge of the following legislation, regulations, or requirements: City waste and recycling programs and related by-laws; Municipal Government policies/practices and the Occupational Health and Safety Act; Transportation of Dangerous Goods Act
• Demonstrated ability to:

• conduct inspections and determine if there are issues of non-compliance based on established standards

• Intermediate computer literacy using the following systems and software: Microsoft Office Suite (Excel, Outlook, PowerPoint, and Word), Customer Relation Management software (such as

NavuSoft) and Automatic Vehicle Location / Global Positioning System (GPS) route management software (such as GeoTab) * Availability on a rotational basis to assist with after-hours questions, concerns, or emergencies or to attend evening/weekend meetings or special events

• Availability to work outside of designated scheduled work hours to perform standby, overtime, or emergency response duties
• Availability to work evenings, weekends, or holidays

• Valid Ontario Class "G" Driver's Licence in good standing

Other Important Information
Location: Environmental Centre, 272 Ferndale Drive North, Barrie, Ontario
Hours: The normal hours of work are 40 hours per week in accordance with the Collective Agreement.
Wage: This position is within the CUPE Local 2380 Bargaining Unit with the following pay level and 2025 pay range:

• Pay Level: Level 5
• Yearly Salary: $67,371.20 to $80,683.20
• Hourly Pay Rate: $32.39 to $38.79
