ABOUT THE OPPORTUNITY: Reporting to the Senior Manager, Voice Network Planning within the Carrier Services department, the Voice Network Planner is responsible for overseeing the routing design and daily functions of all voice traffic on the Distributel network in order to optimize costs, ensure call quality and meet supplier contract commitments. This includes fostering good relationships, arrangements and negotiations with the third-party telecom suppliers, capacity management, network optimization and provisioning of third-party network services. KEY RESPONSIBILITIES:
  • Managing the voice network including network capacity and least cost routing systems, to optimize costs and ensure maximum quality
  • Negotiate LD terminations with existing and new service providers, with focus on cost reductions, service levels, commitments and terms and conditions
  • Working with Engineering, Product and Management to negotiate carrier agreements
  • Provide costing guidance and support to the Product, Finance, Engineering, Network Operations team as needed
  • Generate and analysis of reports to track costs, cost savings, margin, carrier performance etc
  • Keeping abreast of industry developments in voice network interconnections and network evolution and proactively proposing protocol, technology or vendor relationship changes that will reduce costs and improve network efficiency and effectiveness
  • Work with Network Operations to track and monitor fraud activity
  • Project Management is a key part of this role, managing Network carrier related and Internal projects through to completion. Ensures all Network components are managed: Operational, Regulatory, Billing, Costing, Engineering, Carrier and IS, as required. Review requirements and proposes a project plan for execution, which once approved is then managed through to completion as a key and intergral part of this role
  • Other duties as assigned by management

EDUCATION AND TRAINING:
  • Post-secondary education in Telecommunications preferred or equivalent experience
  • 3-5 years related experience in a telecommunications company
  • Possess knowledge of telecom industry, CLEC and IXC interconnection, E-911
  • NPA/NXX, LERG, Telco Tariffs, LCR, VOIP, Local and Long-Distance principles.
  • Demonstrate skills and experience with researching, reporting and implementing process improvements and automation of methods and procedures utilizing Microsoft Access and Microsoft Excel in support of various operational, planning and engineering report functions.
  • Must be very familiar with voice, data and equipment engineering technologies
  • Good understanding of TDM and VOIP voice networks including signaling protocols (SIP, MGCP, SS7, ISDN) voice switching equipment and supporting equipment (DACS, MUX)
