Within the context of the Information Management Information Technology Services (IMITS) lower mainland consolidated area that provides services to Vancouver Coastal Health, Providence Health Care, Fraser Health, and Provincial Health Services Authority, the Senior Voice Network Analyst operates within a complex multi-site environment to provide and maintain a complex voice communications infrastructure. The key responsibilities include leading large-scale voice/telecom projects and providing leadership to project team members; designing and implementing complex voice network infrastructure; and providing technical guidance and direction to team members and others IMITS team members for complex voice network issues utilizing knowledge and experience in the Information Technology Infrastructure Library (ITIL) framework and project management tools. Analyzes and develops solutions and manages network links to other sites and shared systems with other health care agencies. Plans, designs, identifies and implements specifications for wiring requirements and responds to, analyzes, diagnoses and resolves a variety of system, communication, and user problems. Installs, configures, and tests hardware/software and develops the technical support procedures and systems monitoring practices. This role plans, develops and recommends specifications for hardware and software upgrades; investigates, plans, develops and works with vendors for purchasing new or upgrades for hardware and software. Applies corrective maintenance to systems and/or applications software and monitors computer system and voice network security, making adjustments as required. Provides related training and orientation to designated staff. The Senior Voice Network Analyst analyzes market, technology and industry trends and standards and provides recommendations on the use and evolution of technology and tools.

What you\xe2\x80\x99ll do

  • Provides leadership and direction to project team members for complex voice network projects with health authority-wide implications for clients by methods such as setting priorities and timelines to meet project deliverables, assigning tasks to team members and monitoring for successful completion.
  • Performs project management duties for planned or proposed voice network hardware or voice infrastructure upgrades or replacements in accordance to the ITIL framework, including utilizing project management, office, and design tools, conducting a needs analysis with user groups, recommending hardware, specifying cabling needs, mapping the installation requirements, providing budget estimates and purchasing requisitions, coordinating project information with other Information Systems teams, and coordinating the work for contractors and voice services staff.
  • Provides technical support for complex voice networks in a multi-site healthcare environment by methods such as installing, configuring, testing communication and network hardware and software, maintaining the network links in a multi-site environment, re-configuring equipment, programming information traffic, and address codes, assessing redundancies in the system and designing and programming as required.
  • Leads voice services projects and initiatives involving network linkages to remote sites, by meeting with the vendors, assessing the product design and product costs against available budgets, assessing the current network against required or possible design changes, planning the implementation and timeframe, organizing vendor demonstrations and user feedback. Assists in producing and evaluating requests for proposals and making recommendations on project resources.
  • Provides recommendations to Health Authority decision makers by gathering detailed information from users, management, vendors, and technicians, researching and analyzing market, technology and industry trends and standards to assess corporate technology needs and system requirements. Evaluates the organization\'s technology use and needs and recommends improvements.
  • Ensures the efficient operation of voice and telecom networks by monitoring network reports on a daily basis for hardware failures, high utilization levels, and unauthorized access; taking immediate action to resolve technical problems reported by the Help Desk or other Information Systems personnel; and assessing event logs, graphs, type of traffic levels and error events.
  • Consults with external agencies such as for Wide Area Network (WAN) and Local Area Network (LAN) systems corrections or required changes by meeting with representatives, collaborating on changes, and initiating the change control process to finalize agreements.
  • Ensures all operational communication needs are met for network systems shutdowns by methods such as assessing the implications to the users and agreeing on and establishing change control windows.
  • Ensures Health Authority policies and standards are met for installations, hardware maintenance, software upgrades, and user security access by maintaining currency on technical knowledge and standards, ensuring equipment are properly installed and maintained and control protocols are properly assigned and monitored.
  • Produces and/or ensures documentation and reports pertaining to hardware and cabling installations are updated on an ongoing basis by entering data into a database in order to track types of cabling and number of cables and connections made. Produces electrical schematic diagrams for record keeping purposes.
  • Maintains current working knowledge of applicable tools and techniques used in information technology environment and business skills by methods such as researching on the Internet, reviewing vendor and trade publications, liaising with vendors and peer professionals, and networking with outside agencies.
  • Leads and/or attends team meetings, participates in team discussions and projects, and actively participates in or champions continuous quality and process improvement activities by reviewing job workflow, reporting system issues and errors, and providing input/feedback to the Manager such as identifying roadblocks and inefficiencies, and proposing possible solutions.
  • Performs other related duties as assigned.
What you bring

Qualifications
  • Graduation from a recognized degree or diploma program in Computer Science, four years of recent related experience or an equivalent combination of education, training and experience.
