Major Responsibilities:
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Designs, develops, and maintains the video surveillance systems while providing support to external contractors and security staff with the implementation and installation, ensuring standards are met.
  • Participates in internal audits and investigations regarding CCTV and access to CCTV with Corporate Security staff system usage and in meetings where confidential labour relations information is discussed and provides support on discipline for instances of inappropriate use, as required.
  • Interprets construction drawings, network drawings and specifications for video surveillance systems.
  • Participates in project meetings with internal stakeholders and external clients to review all pertinent job documentation.
  • Provides subject matter expertise and technical advice across the corporation to all levels of management on VMS knowledge, established set up procedures and usage.
  • Executes on operational processes and implements continuous improvement solutions for VMS operations, access provisioning/de-provisioning, testing and responding to compliance requests.
  • Creates, updates and implements knowledge base documents and procedures.
  • Develops and delivers video management training programs to staff.
  • Establishes and measures against Key Performance Indicators in order to develop recommendations and ongoing improvements and enhancements.
  • Creates and maintains detailed policy and procedure system documentation in relation to expected VMS programs.
  • Collaborates and supports divisional teams with consultation, design, project meetings, administrative support, and implementation of a VMS.
  • Manages the short term and long term operational performance of the VMS and its supporting devices.
  • Acts as a system administrator of the VMS.
  • Works with internal staff to implement and optimize VMS integration to various security systems.
  • Works with the external VMS vendors and additional system vendors to understand the product roadmap and its future functionality. Makes recommendations to vendors of system modifications and improvements.
  • Prepares confidential documents related to security breaches, code violations, security investigations and audit results. Provides testimony as required. Investigates improper usage of the VMS and recommends corrective action, as required.
  • Creates reports, tracking data, and multi-year project plans in order to support Corporate Security.
  • Works with project management teams and network service teams to optimize use of network bandwidth and storage while meeting operational requirements.
  • Ensures that upgrades to the system and SharePoint change requests are completed in a timely manner.
  • Acts as the escalation point for the VMS support and incident resolution.
  • Performs daily health checks on all of the VMS available and resolves any potential risks.
  • Identifies areas for process and efficiency improvements within Corporate Security Operations and recommends solutions.
  • Integrates and commissions the implementation of new VMS components at various City sites and/or through remote computer connection.
  • Ensures proposed enhancements meet all technical and security requirements.
Qualifications
  • Post-secondary education in Information Security, Business Management, Computer Science, or an approved equivalent combination of education and experience.
  • Possession or working towards a professional designation preferably in security management: Certified Protection Professional (CPP) or Physical Security Professional (PSP).
  • Possession and ability to maintain a valid Province of Ontario, Class "G" Driver\'s license.
  • Experience with Integration of intercom commend, Access Control.
  • Experience with the configuration of Milestone video Smart wall.
  • Experience working with a large Milestone deployment in a complex Information and Technology infrastructure.
  • Experience with the configuration of Milestone Mobile Server; setting up Smart Client, and integrating smaller, remote XProtect installations with one XProtect Corporate central site using Milestone Interconnect.
  • Considerable experience with Milestone recording servers including Husky Video Devices and other VMSs
  • Experience with camera firmware upgrades.
  • Considerable experience in video management system network and server configuration, recording and storage solutions and the operational configuration including creating rules, defining alarms, deploying system options, system monitoring and log files.
  • Strong working knowledge of camera configuration.
  • Understanding of image complexity and how it impacts video storage
  • Understanding of Raid configurations as it relates to recording server storage configurations,
  • Knowledge of city facilities.
  • Knowledge of information and privacy acts and City policies.
  • Basic networking including setting IP addresses and basic VLANs.
  • Working knowledge and strong aptitude with physical security systems, including DSC system and CCURE 9000
  • Strong technical, analytical and problem solving skills.
  • Exceptional communication skills (oral and written) that includes excellent report writing, briefing material preparation and strong presentation skills, and able to deliver to various levels of staff and other groups.
  • Must be available to respond to emergencies or other work situations beyond the regular working day, as required, often on short notice.
  • Must be able to work days, evenings, weekends and statutory holidays as required.
  • Axis Certified Professional designation is an asset.
  • Milestone Certified Integration Technician (MCIT) certified is an asset.
