Overview
Reporting to the Chief Operating Officer of Property Operations, the Vice President of Technical Services and Innovation will be responsible for the Technical Services Department operations including preventative maintenance programs, capital project management (including ongoing suite renovations), energy management, adherence to technical and safety standards, technical training and development, and quality control. The Vice President of Technical Services and Innovation will be accountable for management of all related resources, contracts, tools and supplies to ensure Centurion Property Associates Inc. | Centurion Apartment REIT real property assets are effectively and efficiently maintained to established standards and within established budgets.

Responsibilities Relationship Development Develop and foster positive relationships with internal and external stakeholders. Assist Property Managers with proactive timely resolution of Contractor, Vendor, and Consultant performance issues related to routine maintenance and capital/construction projects.
Preventative Maintenance
Develop, implement and monitor a proactive, effective and efficient preventative maintenance program for the portfolio, including quality and performance tracking. Assist Property Managers in defining and setting performance and quality targets for site maintenance. Prepare (including related scopes of work), tender, negotiate, execute and manage all portfolio and site service contracts as required.
Ongoing Operations
Audit current technical operating processes and provide recommendations for improvement. Complete regular site inspections of properties including plant operations to identify trends and opportunities and report any concerns or deficiencies promptly to Property and Asset Management. Assist Property Managers with preparation of operating budgets including the provision of preventative maintenance contract schedules.
Administration and Reporting
Assist Property Managers with monthly reporting and variance analysis, quarterly re-forecasts and annual budgets. Assist with any Asset Management analysis and reporting as required. Complete any other reporting consistent with requirements of the property management contract. Complete other duties as assigned.
Capital Project Management
Develop, implement and manage a proactive, effective and efficient capital/construction project management program including development of standards for scope, tendering, execution, monitoring, quality control, performance management and financial tracking. Assist Property Managers with preparation of capital budgets including the development of five year capital plans for each site. Ensure timely completion of capital/construction projects and ensure maintenance of accurate and current project files. Liaise with Consultants as required for major capital projects including development of project specifications, project management, quality control, site safety and contractor performance.
Suite Renovations
Develop, implement and manage a proactive, effective and efficient suite renovation program including development of standards for scope, tendering, execution, monitoring, quality control, performance management and financial tracking. Ensure timely completion of suite renovations work and ensure maintenance of accurate and current files. Monitor program effectiveness and assist with resolution of quality assurance issues.
Energy Management
Develop, implement and manage a proactive, effective and efficient energy management program for the portfolio including development of performance benchmarks, utility monitoring, and financial tracking. Identify opportunities for utility savings and improved efficiency, incorporate into capital planning and implement as required to improve performance. Assist Property Managers with preparation of utility budgets.
Property Development
Assist in the professional development of new apartment buildings as well as the further densification of product across Centurion's existing portfolio.
Risk Management
Ensure ongoing compliance with current codes, technical safety standards and legislation. Assist with effective and prompt resolution of municipal and provincial work orders. In cooperation with insurance entities, assist with the completion of quarterly or annual risk assessments, incorporate into capital or operations planning and implement as required to mitigate risk.
Requirements

  • A passion for excellence in customer service delivery;
  • Post-Secondary degree in construction management, project management, engineering, facility management, quantity surveying or related field;
  • Minimum 10 years project/facilities/construction management is required;
  • Multi Residential operations or project management experience with a national portfolio would be an asset;
  • Exceptional written and oral communication skills;
  • Excellent organizational skills with a strong ability to multi-task;
  • Strong interpersonal skills;
  • Strong command of MS Office products: Word, Excel, PowerPoint;
  • Detail-oriented; able to resolve problems using facts, sound reasoning and common sense;
  • Forward thinking with an ability to develop creative strategic solutions to issues;
  • Strong follow-up skills with the ability to effectively resolve difficult issues in a timely manner; and
  • Experience with Yardi property management systems considered an asset.
