Duties

Provides and/or supervises technical services to support a planned asset management program in a field unit.

Assets include a combination of: road infrastructure; highways and bridges; buildings and structures (historic, contemporary and reproductions); cultural assets; historic landscapes; recreational facilities including campgrounds, day use facilities; fortifications; marine facilities; vehicles and heavy equipment fleets; boats; public utilities i.e. potable water distribution and treatment systems, wastewater systems, electric power systems, solid waste systems, climate-control systems; radio communications systems and petroleum storage tanks.

Work environment

Parks Canada is a federal government agency responsible for the protection and presentation of Canada\xe2\x80\x99s outstanding natural and cultural resources through a system of national parks, national marine conservation areas and national historic sites in all regions of Canada.

Intent of the process

The intent of this process is to staff a two year term position in Glovertown, NL at Terra Nova National Park.

This process may be used to create a list of qualified candidates to staff similar positions with various tenures (indeterminate, term, seasonal, assignment, deployment, secondment, acting, casual, as and when required), security levels or linguistic profiles in same or other parts of the country.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
Post-secondary diploma in civil engineering technology, architectural technology, construction engineering technology or an acceptable combination of experience and education. Degree equivalency
EXPERIENCE:
Relevant* experience in:
  • Contract administration including acquisition of services and material through structured procurement processes.
  • Coordinating construction activities and tracking expenditure related to capital projects and/or operational activity.
  • Work site inspections, checking compliance with specifications, schedule and safety requirements.
  • The application of building code compliance or other federal/provincial/municipal codes.
  • Developing and executing work plans, including resources for labour, material and equipment.
  • Inspection of built assets to identify deficiencies or maintenance requirements, and assessing scope and preparing cost estimates for repairs and/or other small projects.
  • Using computer software as a tool for project management, asset management, human resources, compliance, contract administration, maintaining inventories and/or technical records
  • Experience in the supervision and administration of human resources, including delegation of work.

  • Relevant experience refers to at least four years\xe2\x80\x99 built asset-related experience in Canada.

  • Knowledge in the field of asset management, civil engineering works, buildings maintenance and construction.
  • Knowledge of contract administration and procurement processes.
  • Knowledge of project management principals.
  • Knowledge of legislation, regulations and policies governing occupational health and safety.

  • Ability to evaluate situations, troubleshoot and resolve issues.
  • Ability to write technical documents such as reports, instructions, calls for tenders, and specifications for equipment purchases or contract services
  • Ability to communicate effectively orally and in writing and liaise between contractors, park staff, and external organizations.
  • Ability to organize work and prioritize multiple tasks.
  • Ability to supervise and provide leadership
  • Ability to manage time effectively to support the delivery of projects on time and on budget.

The "Competencies" listed above will form the foundation of the assessment process - you will be screened based on the responses to the experience questions; you will be assessed during the interview phase on how you demonstrate these core competencies; and finally, we will be using the core competencies to confirm references.

ASSET EXPERIENCE:
  • Providing technical support for a planned asset maintenance program.
  • Experience supervising staff in a unionized environment, as employer representative.

OPERATIONAL REQUIREMENTS:
  • Willingness to wear a Parks Canada uniform, identified clothing and necessary protective equipment.
  • Willingness to travel and work in a variety of weather conditions and terrain for extended periods of time.
  • Willingness to do overtime and to work on weekends and statutory holidays.
