Job Summary:

Under the supervision of the System Performance Specialist, the System Performance Programmer Analyst works closely with the system performance team, which is responsible for the measurement, maintenance, and reporting of a series of numerous organizational metrics and indicators. The incumbent will lead the production of corporate reports and documents using data to demonstrate organizational adherence to standards and indicators such as those related to wait-times, workload, department-specific key performance indicators, costing, patient satisfaction, and other metrics. This includes developing and implementing computer programs to extract, compile, and analyze system performance-related data. This role also includes ongoing management of our Executive dashboard, department scorecards, organizational dashboards, data specification documentation, maintaining the security of shared information through the SharePoint website, and coordination of other System Performance projects and deliverables as assigned. The incumbent will work closely with the System Performance Team, as well as internal and external stakeholders to identify, gather, and document business processes and requirements.

Qualifications:

Required:

  • Bachelor\'s degree in Computer Science, Statistics, Health Information Management, Health Sciences or related fields involving the collection and interpretation of health data (notably Epidemiology, Public Health, Community Health Sciences or Psychology).
  • Minimum 1 - year direct experience in healthcare environment
  • Minimum 1 - year experience with advanced statistical analysis software such a R or SAS including demonstrated abilities involving data linkage, data manipulation, and use of procedures for statistical analysis.
  • Minimum 1 - year experience with Microsoft Office (particularly Excel)
  • Ability to prioritize large workload and independently complete a variety of tasks
  • Able to work independently, as part of a team, and with multidisciplinary healthcare professionals, staff and management
  • Capable of carrying out the duties of this position with diplomacy, sound judgement, tact, and professionalism in a team environment
  • Ability to work effectively under pressure to meet scheduled deadlines
  • Satisfactory employment record
  • Must be able to legally work in Canada
Will be assessed during the interview process:

Preferred:
  • Experience in writing reports (technical, as well as those for policy and decision-makers) with a high level of proficiency
  • Advanced training in data collection, analysis and data management
  • Detailed knowledge of healthcare costing and health economics
  • Experience developing and monitoring Key Performance Indicators and other System Performance Metrics
  • Experience in dashboard development, and related user training and support
Asset:
  • Knowledge of cancer coding (e.g., ICD-O)
  • Detailed knowledge of other statistical languages (STATA or SPSS)
  • Certificate in Project Management or Business Analysis
  • Experience in SharePoint design/librarian
  • Knowledge of Manitoba\'s oncology care system (ARIA)
  • Familiarity with administrative databases
  • Bilingual (English/French)
