Permits & Enforcement Section is looking to hire 3 Supervisors within the following Units: Caf\xc3\xa9 Marketing, Street Events, and Utilities. The Supervisor, Right of Way Management will have direct responsibility for providing technical, administrative and leadership expertise in their respective Units.

Major Responsibilities:

The primary functions associated with this position include, but are not limited to:
  • Supervise, motivate and train assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others
  • Ensures equitable and safe use of the right-of-way and compliance with regulations and takes appropriate measures to resolve hazardous or illegal situations
  • Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary
  • Coordinates with Police, Fire, Ambulance, TTC, and other agencies to minimize inconvenience to the public arising from disruption caused by events including construction, street events, etc.
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements with a focus on street events, homeless encampments, utility permitting and other programs within the right-of-way
  • Coordinates approval of applications, issuance of permits and directs enforcement of legislation for activities within the public right-of-way, including the maintenance of records and collection of fees
  • Provide a high level of customer service and delivery including provision of applicable permits, licences, by-laws and road closure procedures to ensure a responsive approach to meeting client needs and expectations
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations
  • Coordinates a diversified team including by-law enforcement, administrative, and technical engineering staff to fulfill legislative requirements pertaining to street events, street furniture, utilities, front yard parking, on-street parking, encroachments, sidewalk caf\xc3\xa9, marketing and parklet locations, idling, snow removal, engineering review and approval of right-of-way permits, (inclusive of traffic disruption and traffic management plans) garbage dumping, homeless people and development applications
  • Prepares comprehensive correspondence, reports to City Council and Standing Committees on policies, procedures and complex issues related to the public right-of-way
  • Negotiates, mediates and facilitates resolution to issues related to right-of-way management/traffic planning raised by councillors, individuals and special interest groups
  • Conducts site meetings and investigates complaints including controversial matters and by-law infractions. Negotiates appropriate resolution between the parties to achieve compliance inclusive of managing the collection of documents for submission to court for consideration, as evidence and preparation of cases for prosecution
  • Ensures municipal interests and public safety are achieved through the administration and regulation of activities and enforcement within public right-of-way
  • Represents the Division at Community Council meetings, public meetings, Ontario Municipal Board (OMB), Court and Tribunals
  • Responds to emergencies and initiates immediate action to remedy conditions
  • Develops and updates training plans, training material and documentation for use by staff
Key Qualifications:
  • Post-secondary education in a discipline pertinent to the job function combined with relevant management training experience, or the equivalent combination of education and/or related experience.
  • Considerable experience in a leadership role, planning, supervising and directing the work of other staff (e.g. leading, motivating, training, monitoring and evaluating performance) in a customer service function and working cooperatively with community groups and other departments.
  • Considerable experience working effectively with multiple internal and external stakeholders (e.g. Councillors, all levels of staff and the public).
  • Experience in making presentations, speaking to community groups and the public, chairing and moderating meetings and briefing senior officials.
  • Possession of a valid Ontario Class "G" Driver\'s License with the ability to qualify for a City of Toronto fleet permit. Access to an automobile for work related purposes will be considered an asset.
  • Knowledge of legislation, municipal codes, by-laws and technical documents including the City of Toronto Municipal Code, Highway Traffic Act and the Ontario Traffic Manual.
  • Superior judgement and decision making in planning, coordinating and organizing skills controlling day-to-day operations with the ability to deal with competing deadlines, multiple tasks, conflicting priorities and high performance expectations due to the public profile of Right of Way programs.
  • Ability to handle day-to-day personnel and labour relations issues.
  • Strong communication skills with the ability to establish and maintain effective partnerships with other staff, community groups, agencies and the public.
  • Ability to use computer applications (e.g. Microsoft Word, Excel and PowerPoint) to provide clear, timely and detailed documentation, correspondence, and reports.
  • Fosters teamwork with the ability to manage change effectively within the mission and priorities of the division.
  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.
  • Ability to report to various work sites.
  • Knowledge of SAP, TMMS and RACS systems or other municipal maintenance management or budget systems will be an asset.
  • Knowledge of the Occupational Health & Safety Act and applicable regulations, Collective Agreement, related Labour Legislation, Human Rights Code, etc.
  • Ability to take initiative and work independently, taking leadership of a project as well as being a strong team player working closely with staff, stakeholders and consulting with clients in fulfilling the goals of the unit.
