The Supervisor, Lands will be responsible for managing the daily tasks of Land Administrators and serving as the intermediary between the Lands department and various functional departments, reporting directly to the Manager, Lands.

Responsibilities:

  • Building Trust through Safety Leadership: actively promotes a safe work culture and provides visible leadership with respect to Health, Safety and Environment.
  • Developing a high-performance workforce: supervises, coaches and mentors\' direct reports
  • Builds development plans with each team member and identifies related training opportunities; provides direction or decisions on complex or challenging issues where necessary.
  • Managing resources: Forecasts, plans, and manages group workloads; assesses group resource requirements; recruits new staff members; monitors financials to ensure targets are met and to identify trends and issues.
  • Managing relationships to ensure a customer-focused work environment is created and sustained; ensures team is appropriately connected with peers within and external to ATCO Electric.
  • Assist in the development of the business and strategic plan for the Land Administration group.
  • Review and provide input into Service Proposal Estimates for projects within area of responsibility.
  • Provide specialized leadership and subject matter expertise related to land interest research and stakeholder record keeping activities in support of participant involvement programs required by regulatory processes for new and modified power transmission facilities under Alberta Utilities Commission (AUC) Rule 007.
  • Provide overall planning, expertise, direction and training to the Land Administrators and internal customers on land rights requirements including Land and Property Rights Tribunal (LPRT) applications, Dispute Resolution Conferences and LPRT hearings.
  • Oversee functional evaluation and data quality control of data management software components supporting land acquisition activities.
  • Review and track acquisition progress, quality of documentation, ensuring that all documentation is entered into a tracking system, in compliance with company and industry requirements.
  • Define and support collaborative interactions among Planners, Consultation Planners, and Land Agents through development of internal guides, training, and ongoing mentoring.
  • Negotiate agreements with Alberta Environment and Parks, oil companies, and other partners to ensure acceptable terms and conditions. (e.g. consequential damage, liability and indemnity issues).
  • Liaise with government agencies, departments, and client groups as it relates to land acquisition and land administration.
  • Keep abreast of industry developments, trends, and changes, and identify corporate risk.
Qualifications:
  • Technical diploma/certificate in a related field such as: Business Administration, Land Administration, Records Management
  • Working knowledge of Torrens Land System, Land Titles and Crown Land Administration Systems, Public Lands Act, Land Titles Act, Surface Rights Act and Pipelines Act, AUC Rule 007 and Rules.
  • Knowledge of the forestry and oil & gas industries.
  • Ability to interpret and negotiate clauses in legal land documents.
  • Ability to coach, mentor, and instruct others; demonstrated ability to lead.
  • Excellent analytical and problem-solving skills, and sound decision-making ability.
  • Excellent interpersonal and communication skills, including the ability to influence, negotiate, and manage conflicts.
  • Strong ability to effectively network and build relationships.
  • Ability to work effectively and professionally while managing multiple demands and priorities.
  • Sound budgeting and accounting skills.
  • Sound understanding of the Alberta Electric Utility regulatory structure.
