Job Description

The Supervisor, Facilities is responsible for the overall day to day management of the facilities owned and leased by the Workers Compensation Board (WCB) and assists in the planning and renovation of additional facilities. This position is also responsible for providing supervision to the Maintenance department.

Job Duties:

Ensures heating, cooling and plumbing systems are operational for staff occupation.

Coordinates the ongoing operations and maintenance of all WCB owned and leased facilities.

Acts as a lead in facility related emergencies.

Reviews and authorizes all invoices pertaining to maintenance activities, renovation expenses up to his/her signing authority

Provides leadership, guidance, direction and support to the Maintenance Workers; participates in the recruitment and selection of new staff; provides training and development plans; assigns workload; coordinates, authorizes and maintains vacation and work schedules, attendance and overtime records; sets goals and objectives; conducts performance reviews and identifies development/training needs.

Ensures preventive, regular, and emergency maintenance activities are completed and are compliant to any regulatory codes and WCB standards.

Trains or coordinates training in facility maintenance and safety methods, procedures, and techniques.

Monitors and controls supplies and equipment; procures supplies and tools as necessary; prepares documents for equipment procurement; prepares specifications and contracts for contract services.

Acts as the Contract Administrator and responds to contractors in providing day to day service (garbage collection, shredding, recycling, snow removal, landscaping, cleaning, etc.).

Handles problems/complaints relating to cleaning issues; arranges special cleaning as required (e.g. after moves, requests from executives).

Works closely with WCB's Ergonomist to provide effective disability/accommodation solutions to the ergonomic program; coordinates ordering of ergo equipment and installation for employees.

Liaises with all inspections and licensing personnel from the Province, City of Winnipeg or Crown Corporations.

Coordinates and oversees internal/reorganizational building moves; meets with internal customers, interior designers, furniture suppliers, electricians, phone services, computer operations, movers, painters, cleaners, security, as required to determine requirements; makes all necessary arrangements; plans and coordinates all details of the move including the design of special furniture requirements and floor plans.

Procures and arranges with contractors for services as required (plumbing, heating/cooling, electrical, building controls, security systems).

Arranges temporary and/or long term adequate storage of WCB assets not being used; manages equipment, furniture inventory and disposal of same.

Maintains the security card access system; ensures call card access changes are input and updated.

Acts as a coordinator for meeting room and function set ups.

Arranges ongoing internal/external painting and maintenance of building.

Participates in the on call rotation as per the collective agreement.

Performs other related duties as assigned.

Qualifications:

Completion of Grade 12 plus a Class IV Power Engineering certificate

Five (5) years' experience in a facilities management capacity, including experience in operating and maintaining a computerized HVAC & Security System (video surveillance, intrusion alarm and security card access system) and supervisory experience

Technical knowledge in metering and testing equipment, boiler equipment, heat pumps, air handlers, electrical systems, plumbing configurations, telecommunications, security and security systems

Knowledge of supervisory techniques and principles

Ability to use a personal computer and software in a Windows environment

Ability to read blueprints (mechanical, electrical, architectural) CAD drawings

Ability to plan/layout drawings for space division, furniture and partitions and office equipment

Ability to manage projects and vendors

Ability to lead, schedule and delegate workloads

Ability to communicate effectively, both verbally and in writing, with internal and external stakeholders

Ability to act with tact and discretion in sometimes confrontational situations

Ability to work independently and as part of a team

Valid driver's license and possession of own vehicle to travel between locations
