Main Purpose and Function The Superintendent of Park Experiences is responsible for managing the day-to-day operation of the mobile janitorial work group and fieldhouse operation. This is a 5:00am to-11:00pm, 365 day per year operation. While ensuring work is completed in an efficient and cost effective manner, the incumbent of this position is responsible for managing staff and Park Board assets. Responsibilities include hiring, termination, evaluation, discipline, support, coaching, training and development; representing the employer in the grievance process; representing the employer on the Joint Operating Health & Safety Committee; establishing work schedules and procedures; co-ordinating activities with other work units; building relationships with customers and clients to improve service levels and increase customer satisfaction; performing crew audits to ensure compliance with safety, environmental and quality standards; conducting job costing and bid tendering and reviewing and approving invoices and documentation. Working closely with REFM on maintenance and repair issues related to portfolio buildings; submitting work orders and following through on project completion. Aligning and standardizing operating and safety protocols and practices across the park buildings portfolio and ensuring all regulatory safety protocols are met. The incumbent is expected to exercise considerable independent judgment and initiative, including providing expertise to other divisions and participating in the development of policies and long- range plans.
Specific Duties and Responsibilities

  • The main focus is to enhance operational efficiencies, manage and coordinate the day-to-day operation of a large group (70+) of Building Workers charged with maintaining Park Board facilities.
  • Strategically plan, schedule, prioritize and manage a crew of skilled and semi-skilled Building Workers responsible for opening, cleaning, maintaining, stocking and locking up to 100+ Parks facilities.
  • Participates in several groups and committees responsible for improving Parks facilities, and the service offered to the public.
  • Manages several large contractor accounts for services such as contract cleaning, portable toilet provision, security, and pest control services.
  • Manages inventory of approximately 75 Park Board fieldhouses through inspections, scheduling repairs and preparing maintenance reports. Provides feedback on usage and recommendations for improvement.
  • Manages approximately 25+ live-in caretakers, overseeing the daily performance of their caretaker duties while identifying and addressing issues associated with their living in Parks facilities.
  • Manages facility closures by working with Parks, REFM, and contractors to install signage and portable toilets to minimize negative public impact via enhanced communication to the public.
  • Manages the janitor's warehouse ensuring adequate stocking for the season(s).
  • Responds to concerns submitted via 3-1-1, VanConnect, and other citizen feedback channels
  • Establishes and maintains effective communication and coordination among staff, with other divisions and departments in the Park Board, the City, consultants, and contractors; with different levels of government, outside agencies, not-for-profit organizations, associations, and the general public.
  • Provides leadership to staff, including hiring and termination, discipline, performance and attendance management, coaching, training, development and guidance. Represents the employer in the grievance process. Duties include:
    • Provides coaching on a timely basis; develops and communicates goals, Park Board and City policies, sets workplace expectations, identifies training and development needs. Provides oversight of applicable OH&S technical and administrative requirements while promoting a safety culture within the workgroup.
    • Meets with employees to resolve disputes. Administers discipline in consultation with Supervisor and HR advisors. Enforces and collective agreement provisions, hears grievance meetings at Step 1 of the grievance process and consults with superiors and HR to resolve grievances at that Step.
    • Establishes and monitors attendance management goals within the group; meets with employees to address and resolve attendance problems.
    • Holds daily crew talks and regular staff meetings; manages email communication to work group.
  • Monitors operating budget and provides input into staffing requirements to ensure optimal and efficient use of budget allocation.
  • Oversees contractors and consultants, ensures goods and services are provided within parameters set by contract, identifies discrepancies and makes recommendations to address problems identified.
  • Maintains operational and administrative employee records including daily attendance records.
  • Authorizes overtime, vacation, and other leaves. Checks time sheets and approves for accuracy and completeness.
  • Maintains and updates Driver Services related documentation.
  • Manages all related REFM records associated with portfolio buildings maintenance and repairs.
  • Ensures safe work procedures are in place and followed. Investigates incidents, submits accident investigations, and represents the employer in OH&S committee meetings.
  • Prepares and submits progress and other reports.
  • Supports Supervisor in portfolio objectives and emerging priorities.
  • Performs other work as assigned.

Minimum Position Requirements Education and Experience:
  • Graduation from a university, institute of technology or college preferred.
  • Experience in Parks facilities management, project management, planning and supervisory training, or an equivalent combination of training and/or experience.
  • Minimum of 3-5 years of supervisory experience, preferably within a public sector unionized environment.
  • Experience in developing, forecasting, monitoring and implementing an operating budget.
  • Demonstrated experience in HR management, including recruiting, dealing with discipline, representing the Employer at grievance hearings, and resolving /denying grievances.
  • Demonstrated experience and ability to simultaneously manage a number of projects.
  • Demonstrated experience in applying organizational policies and managing within a collective agreement environment as part of a management team.

Knowledge, Skills and Abilities:
  • Extensive knowledge and understanding of park operations, building maintenance and effective customer service.
  • Ability to effectively manage an operating budget.
  • Demonstrated supervisory experience in managing HR issues, staff training, and labour relations.
  • Working knowledge of pertinent WSBC regulations and OH&S standards.
  • Well-developed interpersonal skills, including ability to coach and train others.
  • Strong communications skills with the ability to formulate and articulate ideas and opinions. Ability to articulate goals and objectives to all parties.
  • Strong ability to resolve conflict and to lead problem-solving in an inclusive, positive manner.
  • Ability to plan and assign work, while managing a diverse workgroup of staff and/or contractors engaged in park and building maintenance.
  • Ability to work effectively with staff, various levels of government, private and public organizations, stakeholders, and residents.
  • Possess a high degree of personal and professional integrity
  • Able to work under pressure to handle multiple tasks and changing priorities within deadline.
  • Demonstrated ability to plan work programs and projects, suggest changes and revisions to maintenance plans and programs, manage organizational changes, anticipate future events to determine service delivery alternatives to ensure an efficient use of resources.
  • Ability to prepare reports and presentations.
  • Demonstrated ability to build partnerships and alliances with peers, stakeholders, partners and staff.
  • Sound judgment and ability to effectively and professionally represent the Vancouver Board of Parks and Recreation.
  • Must have the ability to work a flexible schedule as operationally required.
    • One position will be a Sunday to Thursday work schedule and the other will be Tuesday to Saturday.
