Job Summary

The Recreation Sites and Trails Branch (RSTBC) is a provincial program delivered through a headquarters office in Victoria, four regions, and 20 districts across the province. The purpose of the Branch is to plan, develop, maintain, and manage a significant, diverse, and valuable network of 1300+ recreation sites and 800+ recreation trails to provide safe, quality recreational opportunities for the residents of, and visitors to British Columbia. In collaboration with other agencies and a wide variety of stakeholders, the Branch manages public recreation use on Crown land in British Columbia (outside of areas managed by BC Parks and other settled recreational areas). Recreation sites and trails are, in great part, managed through the use of service contracts and partnership agreements, negotiated with a variety of partners and stakeholders.
Core Branch functions include: planning and managing forest recreation sites and trails; protecting recreation resources on Crown land; developing strategic and operational policies and a regulatory foundation in support of program delivery; maintaining the recreation resources inventory; conducting recreation use analysis; and business and program planning and administration.

The Ministry is committed to building and maintaining partnerships with Indigenous Peoples and the Recreation Sites and Trails Branch reflects this commitment in its collaboration with First Nations.

The Senior Advisor, Indigenous Relations, provides leadership to processes that endeavor to anticipate and resolve a broad range of Indigenous concerns, including potential impacts to Aboriginal rights and title, and seeks solutions that allow for decisions while maximizing resource development and provincial revenues. . This positions work will be focused in the Northern Region, however, will provide provincial support when required.
In this role, you will examine controversial proposals for use of natural resources on Crown Land and determine the impact on First Nations identified or potential traditional use areas. This position carries out consultations and negotiations to address indigenous peoples\xe2\x80\x99 concerns while minimizing any negative impacts on provincial revenues.
Projects are considered to be high risk to Crown revenue and have a high impact on economic growth in the region. The position is a recommending authority to Ministry Executive on whether potential impacts to Aboriginal rights and title have been addressed sufficiently to allow these projects to proceed.

Job Requirements:
  • Master\xe2\x80\x99s Degree in natural resource management or a related discipline and at least one (1) year of recent, related experience; OR,
  • Bachelor\xe2\x80\x99s Degree in natural resource management or a related discipline and at least three (3) years of recent, related experience; OR, Diploma in natural resource management or a related discipline and at least five (5) years of recent, related experience may be considered.
Recent (gained within the last five (5) years), related experience must include both of the following:
  • Experience conducting research and analysis related to land use, resource management, social or economic development issues and preparing recommendations for senior decision-makers. Experience leading consultations and/or participating in negotiations with Indigenous peoples.
Preference may be given for one (1) or more of the following:
  • Experience working with natural resource authorizations (e.g. forestry, mining, land, water, wildlife).
  • Experience in supervising, leading, coaching, and mentoring staff.
  • Experience managing multiple projects and assignments.
  • Experience engaging and consulting with First Nations communities or Indigenous peoples in BC. Applicants who currently reside or are open to relocating to the following locations: Dawson Creek, Vanderhoof, Prince George, Smithers or Terrace

Provisos:
  • Must possess a valid BC Class 5 Driver\xe2\x80\x99s License or equivalent.
  • Must be willing and able to travel to meet job requirements.

About this Position: Flexible work options are available; this position may be able to work up to 2 days at home per week subject to an approved telework agreement.
