The Business Risk Management Branch (BRMB) provides agricultural risk management services to help farmers and farm organizations proactively manage uncertainty through production insurance, income stabilization and wildlife damage compensation programs. These programs are funded through a five-year Canadian Agricultural Partnership Agreement between the provinces and Canada. BRM programs are structured within these five-year agreements which can result in substantive program changes and shifting priorities from one agreement to another.
The Agreement ensures the provinces to fund and deliver the suite of BRM programs which includes:
AgriInsurance (Production Insurance), AgriStability, AgriInvest, AgriRecovery, AgriRisk, Agricultural Wildlife Damage Compensation and the Western Livestock Price Insurance Program. The suite of programs helps viable farming operations protect themselves from severe financial losses due to weather perils and market conditions. The Branch has approximately 100 full-time positions located in eight offices throughout the province.

The Program Technician works in a training and support role for the Branch\xe2\x80\x99s Program Representatives. The position will perform the same job functions but will not have the specific accountabilities of a book of customers. The Program Technician, working under the general supervision of the Crop Risk Specialist, is responsible for assisting the Program Representatives in the management of regional marketing, sales and underwriting activities for a range of crop insurance products for customers. Working closely with Program Representative, the positions must plan, organize, implement and monitor these services and resources including analyzing data, trends, and customer feedback reports, planning objectives and strategies, interviewing, inspecting, and collecting crop information, preparing and analyzing individual underwriting results, and approving insurance forms and policies.
The Program Technician is fully accountable for the commitment of insurance liability on behalf of the Province of British Columbia, and under the oversight of the Program Representative must ensure that underwriting activities, which determine insurance coverage and the cost of coverage for each specific policy, is carefully calculated and documented, completed to standard and in accordance with policy guidelines. The value of liability per Program Technician position averages at about $20,000,000 with revenues in excess of $1,000,000 per annum. All data provided by farmers and utilized by the entire unit and for federal compliance testing is accepted or rejected by the Program Technician after peer review by Program Representative. As part of the sales and marketing process, the incumbent also participates in claims administration Career Group: Job Family: Job Stream: SCI/TECH Role: Professional Revised: MAY 2015 activities for the regions involving the review of warrantees, monitoring and recording the customer\'s standards of husbandry, identification, diagnosis and interpretation of the cause of loss. This position must act in a neutral and fair manner often employing dispute resolution skills to arrive at an agreement of coverage, cost and compensation. With the management team, the position participates in the research, development, testing and maintenance of sales, marketing, underwriting and claims policies, procedures, and systems.

Job Requirements:

Education and Experience

  • Diploma or Bachelor\xe2\x80\x99s degree in Agriculture or Business or a related field; or due to graduate within 3-4 months; OR
  • An equivalent combination of education and/or work experience.
  • Preference may be given to those applicants with working experience in Agriculture.
Provisos /Willingness statement(s):
  • Willingness to travel overnight at short notice.
  • Must possess and maintain a valid Class 5 BC Driver\xe2\x80\x99s License, or equivalent.
  • Ability to withstand the rigors of fieldwork.
  • Willing to work alone in the field that may involve working in remote locations.
