POSITION OVERVIEW


The Senior Project Manager oversees the successful delivery of large and complex capital projects, typically ranging from $50M to $500M. These projects often require subdivision into multiple sub-projects due to their scale or complexity.


The incumbent manages project scope, budgets, and schedule, leading project teams typically composed of 5 to 10 direct internal members (e.g., project managers, engineers, specialists, environmental representative, etc.), as well as external contributors such as engineering and construction firms. This role also supports communication with external stakeholders, including municipalities, unions, and other relevant parties.

RESPONSIBILITIES

A.

Project development (studies):



Support front?end planning in line with Kruger Best Practices for large, complex projects. Provide technical oversight for technology selection and bidder evaluations. Prepare core project documentation including scope, cost, and schedule estimates, and required drawings. Contribute to the business case development, including cost validation and justification for major capital investment. Support risk assessment development and mitigation planning for high-complexity projects. Coordinate with Operations, Finance, Engineering, and EHS to ensure alignment with strategic and operational requirements. Compile complete technical and financial documentation for Requests for Appropriation, ensuring readiness for executive review.

B. General / Governance:



Define project objectives, policies, procedures, and performance standards, in compliance with corporate governance requirements, and develop the project charter outlining the governing procedures and standards. Serve as the primary interface with corporate functions such as Finance, Legal, Procurement and Operations, and secure required approvals for major scope or budget decisions. Provide clear and timely reporting to senior management, including progress updates, forecasts, key issues and early warnings on cost, schedule, or risk deviations. Ensure implementation of Health, Safety and Environmental requirements and coordinate safety and environmental plans with HSE specialists. Lead cross functional alignment and help resolve high level technical or operational issues across disciplines.

C. Project Execution:



Lead overall project delivery and ensure objectives for quality, safety, environment, budget, and schedule are met, maintaining alignment across functions, including Procurement, Engineering, and Construction. Oversee suppliers, engineering firms, and construction contractors to ensure compliance with contractual obligations and performance targets. Ensure compliance with health, safety and environmental requirements, oversee contractor safety programs, support incident investigations, and ensure environmental permits and regulatory obligations are met. Monitor and manage project risks, including contractor performance, supply chain issues, technical constraints, and environmental compliance, and implement mitigation measures. Maintain cost and schedule control through budget tracking, forecasting, variance identification, and expenditure approvals within authority. For projects executed within existing sites, coordinate with local teams to manage operational impacts of new technologies and process changes on equipment, personnel, operations, and maintenance. Lead commissioning and handover activities including testing, startup readiness, and transition to Operations and Maintenance. Provide effective on-site leadership and maintain team alignment when operating independently from Head Office. Prepare weekly progress updates and monthly reports, including financial reporting. Oversee post audit reviews of construction, cost, and schedule performance with internal and external partners. Ensure timely and complete project closure, including required documentation and administrative deliverables.
QUALIFICATIONS

Bachelor's degree in engineering and membership of the Ordre des Ingenieurs du Quebecor Professional Engineer (P.Eng.) certification from a Canadian province or U.S. state. An MBA or a master's degree in project management is preferable and may provide a competitive advantage. Construction Credentials: Certification as a guarantor of a construction company within the Regie du batiment du Quebecis preferable.


EXPERIENCE

Minimum of 10 years of project management experience in heavy industrial, energy, or related sectors, including successful delivery of capital projects exceeding $50M in value.
SKILLS AND ABILITIES

Strong organizational skills to manage complex scope, schedules, and budgets. Effective leadership skills for managing large cross functional teams and ability to coordinate suppliers, contractors, and multiple on?site and off?site workstreams. Skill in navigating unionized construction environments. Capacity to manage permitting and regulatory requirements for large projects. Strong communication and relationship?building abilities with diverse stakeholders. Sound judgment in evaluating and managing scope changes across multiple sub?projects. Competence in overseeing project cash flow, forecasting and financial controls. Flexibility to travel and work on site for extended periods, including embedding with engineering consultants and relocating to construction sites. Ability to operate independently and manage remote project teams. Confidence in making decisions within defined authority limits and escalating major issues appropriately. Strong sense of accountability as the primary point of contact for all aspects of large, complex projects.


LANGUAGES

Bilingual (French and English), both spoken and written.
Knowledge of English is required for this specific position as Kruger deals with partners across North America and the successful candidate will be required to communicate frequently with them.
