Job Function:

Develop strategies and tactics for effectively communicating programs and corporate initiatives to all targeted audiences. Serve as a consultant to other departments develop approved, effective communications plans, products,strategies, services tactics. Work with internal resources and vendors to develop and deliver timely communication products and services in line with corporate strategy. Write, edit and produce media releases, employee announcements, speaking notes and briefing notes related to clients serviced. Identify emerging issues and make management aware of them in a timely manner. Act as communications representative in sourcing, selecting, directing and evaluating suppliers to provide creative marketing and communications solutions, including concepts, writing, video, art and design. Develop detailed budget estimates for all projects.

:

1. Develop strategies and tactics for effectively communicating programs and initiatives to targeted audiences. Use an appropriate mix of tactics and mediums to build communications programs that effectively market and support line of business and corporate programs and initiatives.

2. Serve as a consultant to other departments to develop approved, effective communications plans, products, strategies, services and tactics. Provide a consulting service to other business units to obtain or impart information and gain agreement between parties on the content and direction of various communication product and service tactics, as directed. Cooperate with other divisional staff, referring unusual creative problems or questions to the supervisor. Inform line management on approved communication standards, providing them with advice and guidance on the application of these policies to their communication products and services, as directed. Promote acceptance and observanceof such interpretations and standards, to ensure consistency and uniformity in approaching creative projects.

3. Work with vendors to develop, implement or deliver communication products and services by coordinating and providing direction on all aspects of development and production.

4. Develop detailed budget estimates and critical paths, schedules for all project and review work with supervisor. Ensure that proper documentation is prepared a for all work and in accordance with standing agreements or procedures. Arrange for supervisor and others as required, to review and approve completed communication. Arrange for revisions as necessary. Work closely with the finance and administration to ensure that proper practices are followed by internal staff and suppliers. Check incoming invoices to ensure that charges are consistent withestimates, SR (Service Requests) and/or deliveries, as required.

5. Maintain a detailed accounting on jobs through the Work Management System and be responsible for the receipt and distribution of funds.

6. Ensure weekly status reports are kept up-to-date to reflect new estimates and critical paths, for project scope and financial billing.

7. Act as the Company\'s agent for dealings with suppliers and agencies and be responsible for the selection, consistent with the lowest cost, delivery timetables, quality of work and all employee agreements. Direct such agencies and suppliers, where necessary, providing them with interpretation of specifications and contracts and influence them to change their decisions or actions to ones more suitable to the corporation.

8. Coordinate and direct photography sessions or video and film productions using internal and external vendors. Coordinate all developmental phases of television commercials and video or film productions. Direct selected suppliers (agencies, art studios, production houses, illustrators, writers and other vendors)in order to produce effective materials. Attend television commercial and video film shooting in production studios and at various locations across Ontario, providing on-site approval to suppliers, as required.

9. Coordinate and direct writing service and creative design, including illustration and creative from concept and layouts through to finished work, ensuring their quality and timeliness. Discuss requirements, ideas, strategies, corporate policies, background information, with the clients arriving at mutually acceptable deadlines, costs, and course of action. Evaluate suggested changes, ensure they are incorporated if considered necessary and arrange for final delivery. Ensure that creative recommendations can be produced within guidelines.

10. Collaborate with other departmental staff to develop communication ideas, various communication tactics, making recommendations and integrating accepted ideas into booklets, advertisements, video presentations and other communication materials.

11. Keep abreast of trends and styles in communication techniques, technologies and graphics, by investigating new suppliers and sources in order to keep communication innovative, effective and cost-effective.

12. Provide consultation and guidance to clients and internal staff to help meet their communication needs.

13. Provide advice, guidance and work instruction to staff according to establish divisional administrative policy and practice.

14. Establish measures of performance and evaluation for all work activities and develop systems to ensure that the measures are tracked and reported regularly.

15. Perform other duties as required.

Selection Criteria:

Education :

  • Requires a knowledge of communications, design and marketing to develop
  • communication strategies and concepts related to visual and graphic design including photography
  • colour theory, drawing reprographics, layout design video production and topography and computer
  • graphics.
  • Requires a knowledge of computer technology to perform computer graphics and to
  • produce reports for performance and customer/employee satisfaction.
  • Requires a good knowledge of English and communicative skills to prepare communication programs and to be effective both orally and in writing with all levels of management and external authorities, agencies, etc.
  • This knowledge is considered to be normally acquired through the completion of 4 years of University
  • training (Grade XII plus 5 years).
Experience :
  • Requires experience in communication agencies, publishing houses, communication
  • departments or large marketing organizations or graphic arts studios to the graphic trades in printing,
  • typesetting, graphics management, etc., in order to contribute to the development of communication
  • programs and campaigns.
  • Requires an understanding of all art preparation techniques and printing methods, such as offset, letterpress, silkscreen, rotogravure.
  • Requires experience in media planning, purchasing, budgeting costing and marketing issues to administer accounting and billing for services
  • provided to external vendors.
  • Requires consulting experience to provide guidance and direction on visual communication programs and projects.
  • Requires experience to assess program effectiveness and impact target audiences of advertisements. Requires experience working with a network of external suppliers who can be relied upon to provide the necessary external services.
  • Requires experience to be familiar with the organization, lines of communication, corporate practices and procedures.
  • A period of over 8 years and up to and including 10 years is considered necessary to
  • gain this experience.
