Job Description


OverviewAs the Special Investigator, you will be responsible and accountable for the investigation, evaluation, monitoring and management of assigned investigations which may protect Manitoba Public Insurance (MPI) from financial risk and enable court preparation, and testimony. The Special Investigator works in the best interest of the claimant while at the same time protecting MPI\xe2\x80\x99s interest to investigate and report on fraud trends, proactively identifying concerns and opportunities for fraud. Other responsibilities include training customer service operations personnel and physical damage centre estimators in fraud awareness, identifying suspicious claims, and preparing detailed referrals.Responsibilities

  • Review adjuster and estimator notes and all related claim documentation.
  • Review estimator and claim photos/video if available.
  • Review statutory declarations and / or statements related to claim.
  • Review Police and Fire Department report as applicable.
  • Conduct online vehicle research (i.e.: Carfax, Transport Canada and National Highway Transportation Safety Administration defects, recalls, and safety bulletins, as well as other online information sources, fire trends, vehicle issues) .
  • Investigate vehicle fire damage claims and other physical damage claims (collision, vandalism) as required which may place Manitoba Public Insurance at financial risk. This includes: Using superior case management, and organizational skills to collect information from numerous sources to form an investigative plan.
  • Interview witnesses, claimants and other sources in the community. Obtaining comprehensive statements.
  • Conduct physical examination of fire damaged vehicles to determine the origin and cause of fire.
  • Complete technical photography and documentation of fire related damage.
  • Dismantle and excavate fire damaged vehicles to determine origin and cause of fire.
  • Attend vehicle fire scenes to examine location, related structures, locate potential witnesses, obtain video surveillance evidence (CCTV footage).
  • Conduct on site vehicle fire examinations when circumstances dictate (high profile, SAS referral claims when there is the potential for subrogation, out of town / rural claims when vehicles cannot be relocated to the Physical Damage Centre).
  • Prepare detailed fire investigation notes.
  • Prepare fire investigation reports.
  • Based on gathered evidence, prepares a comprehensive report to SIU Management which may lead to criminal charges or denial of the claim.
  • Work collectively in a team environment with all stakeholders. Prepare and presents investigative information to the Fraud Advisory Committee or the Corporate Claims Evaluation Committee (CCEC) to substantiate the denial of coverage.
  • Provide recommendations to Service Centre Managers, Supervisors, Case Managers, Adjusters, and Estimators.
  • Meet with and / or contact insured claimants, last known drivers, witnesses, and any person / information source relevant to the fire claim investigation.
Qualifications
  • Graduate of a recognized law enforcement program
  • Eight years of progressive investigative experience, of which five years are focused in criminal investigations.
  • Arson and other fire related investigation experience is required.
  • Fraud investigative experience is an asset.
OR
  • Degree in Business Administration, Criminology or related field, plus
  • Additional training/coursework in fraud investigations, case management, and complex investigations.
  • Six years of progressive investigative experience, of which three years are focused in specialized investigations such as arson and fire.
