General Accountabilities:

  • Support the Director, Sourcing in managing the Commercial Management Office and the Supply Chain Quality Assurance Program to ensure adherence to Source to Pay (\xe2\x80\x9cS2P\xe2\x80\x9d) Policies and Procedures.
  • Provide appropriate bid/proposal solicitation tools, pre-negotiated terms and conditions and supporting guidance to allow for an efficient and effective procurement process, adhering to principles of fairness and transparency, consistent with existing Policy and Procedure.
  • Ensure quality, consistency and accuracy of procurement and contract documents through Quality Assurance Program.
  • Provide commercial and contracting guidance & support to S2P staff and Operational units.
  • Manage the development of terms & conditions and associated RFx templates and Supply Chain commercial documents.
  • Address requirements for unique terms and conditions, and non-standard RFx requirements.
  • Coordinate with Hydro One\xe2\x80\x99s Legal Counsel, Risk & Insurance, Treasury, Health, Safety & Environment and Corporate Affairs departments to address Supply Chain issues of a commercial nature.
  • Provide recommendations regarding commercial areas such as rejecting or accepting late or disqualified bids, appropriate forms of financial protection, joint ventures arrangements or partnerships, name changes, mergers and acquisitions.
  • Provide recommendations to the Director, Sourcing related to commercial exceptions to Supply Chain Policies & Procedures.
  • Provide guidance of a commercial nature on contract disputes and/or contract amendments to S2P staff and operational units.
  • Provide guidance to S2P staff and operational units regarding planning, execution and coordination of complex procurement assignments through all phases of the procurement process from pre-tender planning to contract management, including developing contract management processes, creation of procurement strategies, preparation of tender/proposal documents, evaluation of tender/proposal responses, negotiation of contracts, preparation of various purchasing documents and contract monitoring.
  • Provide support and oversight to the electronic bidding system to ensure consistency between processes, system and external-facing documents.
  • Respond to internal and external inquiries related to a fair competitive process, bid disputes, vendor debriefs, and other general inquiries.

  • Set an effective framework of Policies and Procedures for the work of the unit.
  • Know and ensure own and direct reports\xe2\x80\x99 compliance with all legal and regulatory requirements, and all corporate Policies and Procedures, and generally accepted practices relating to the work of the unit
  • Establish a two-way working relationship with direct reports to solicit their views on conditions and potential changes effecting their work, and continuous improvement opportunities.
Selection Criteria

Technical Knowledge:
  • Requires comprehensive knowledge of Sourcing and Procurement Policies, Procedures and best practices.
  • Requires commercial experience to understand the complex aspects of contracts, contract law, business administration and the problems arising out of contractual administration.
  • Requires project management skills and a proven ability to manage multiple, concurrent projects and teams in matrix environments.
  • Requires experience in leading negotiations and contracting for various types of commodities and services.
  • Candidates must have the ability to present suggestions/point of view in an appropriate and convincing manner to all disciplines within the business and possess firm closing abilities.
  • Requires familiarity with business processes required in the design, construction, management and operation of electricity transmission and distribution systems.
  • Requires excellent speaking, writing, listening and presentation skills to communicate and present ideas and issues effectively to stakeholders, and to prepare and negotiate contracts.
  • Ideal candidates for this position will be confident and comfortable meeting and presenting to high-level executives.
