Position Title: Site Security Manager

Location: CFB Esquimalt

Shift Schedule: Mon - Fri; 0700 - 1500 (The DND Security Manager is expected to be flexible with the schedule to meet staff and site\'s need)

Pay Rate: Federal Classification Rate of 8,5 / $29.46

Position Status: Non-Union

Closing Date: 15 June 2023 at 12pm

POSITION SUMMARY

The DND Security Manager is responsible to the Chief Operating Officer for the management of the Security Operations performed by all Commissionaires assigned to Vancouver Island DND sites. The successful candidate is responsive to the various DND clients for maintaining the security posture, all related performance of security duties and management of the security guard staff assigned to DND site. This can be accomplished through ensuring a positive workplace culture by fostering a spirit of excellence and maintaining high standard of quality service 24/7/365. Normal working hours of operation shall conform to 0700-1500 daily excluding weekends and statutory holidays.

POSITION DUTIES AND RESPONSIBILITIES

  • Effective Supervision of depot Security Guards and special positions, to ensure their duties are carried out in accordance with regulations, orders, directives, instructions and best practices
  • Liaison with the appropriate emergency response agency as directed by the USO on matters relating to theft, trespass or other security incidents;
  • Ensuring that all security guards are adequately recruited, hired, trained, properly equipped, supported, lead, disciplined and capable of performing their duties;
  • Apprising the USO on all matters pertinent to depot security and updating them of the need for ongoing adjustments in security and guarding regimens, as well as recommending changes to enhance the security posture of the depot;
  • Ensure the administration associated with Security Operations are carried out in accordance with orders, directives and instructions;
  • Ensure the Chief Operating Officer (COO) and Base Operations (BOps) Security Office are made aware of any substantive issues or events occurring at the depot;
  • The preparation of reports and returns required in the performance of the above duties; and
  • Any other duties as stipulated in Post Orders, or as directed by CVIY, BOpsO or the COO

  • Demonstrated organizational ability; and
  • Ability to operate as a leader with little supervision.
  • Must be in Canada for more than 10 years
  • Must be a Canadian Citizen or Permanent Resident
ESSENTIAL QUALIFICATIONS
  • Successful completion of the BST, Commissionaire Security Officers Course and OFA1;
  • Must possess and maintain a valid Class 5 BC Driver\xe2\x80\x99s license and be able to obtain and maintain a valid DND 404 driver\xe2\x80\x99s license;
  • Must be in possession of or obtain and maintain a Level 2 (Secret) security clearance issued by Public Works and Government Services Canada (PWGSC);
  • Recent experience in a military/police leadership role.
RATED QUALIFICATIONS
  • Incident Command training would be an asset;
  • Strong security mindset, with an excellent knowledge of DND security policies and security requirements associated with varied aspects of operations on DND establishments;
  • Professional understanding of the private security industry:
  • Understanding of Change Management and Creating Coaching Cultures;
  • Excellent knowledge of training methods and job performance assessments;
  • Excellent knowledge of the Divisional Policies and Procedures Manual;
  • Knowledge of methods for counselling and disciplining employees;
  • Excellent verbal and written communication skills, complemented by active listening skills;
  • Professional and sound judgement;
  • Superior attention to detail and an ability to multi-task;
  • Must be able to maintain a high level of confidentiality; and
  • Ability to operate under stress and tight timelines.
