Scope
The RAP Settlement Counsellor is responsible for providing the full scope of settlement assistance to Government-Assisted Refugees (GARs) during their initial resettlement period in Canada. This includes immediate and ongoing settlement counselling, needs assessment, solution-focused planning, orientation, information and referral, and support with accessing essential services. The Counsellor plays a key role in helping GARs settle in Canada, while equipping them with the knowledge, skills, and confidence to live safely and independently.
RAP Program Summary
The RAP Centre is designed to provide immediate and essential services to Government Assisted Refugees (GARs) during the initial period after the refugee family arrival in Canada, with the focus of equipping GARs with accommodation and daily necessities, knowledge, skills, and abilities as well as connections with broader community to live safely and independently.
Fluency in one or more of the following languages is required: Arabic, Kurdish, Swahili, Spanish, or Rohingya.
Duties and Responsibilities
Provide the full range of resettlement services to new immigrants and newcomer families
Deliver resettlement needs assessments for each newcomer or newcomer family
Provide solution focused counselling by setting settlement goals and developing plan of action for every client
Connect newcomer with the internal programs and modules of settlement services delivery
Provide interpretation for languages tested to eligible clients required for addressing settlement needs
Assist with opening bank accounts, setting up direct deposit, and signing RAP agreements
Support applications for SIN, GST/HST, Canada Child Benefit, and OHIP
Conduct daily wellness checks and provide ongoing case monitoring
Conduct regular follow up identifying if set goals have been met
Organize and facilitate individual and group orientations on settlement topics
Provide information and referral to external programs and services that will be determined by each client/family
Provides comprehensive information on orientation to Canadian society
Maintain strong working relations with agency programs and partner agencies
Effectively track services in internal and external databases and provide accurate reporting for supervisor
Ensure compliance with program guidelines
Maintain confidentiality and follow data protection guidelines
Achieve the targets set by program manager
Actively participate in the professional development initiatives

Qualifications
Post-secondary degree/diploma in Social Work, Counselling, Settlement Studies, or Education.
Minimum of 2-3 years of experience working with immigrant/refugee communities, or equivalent education/experience.
Knowledge of immigration, resettlement, and ethno-specific services in the
Familiarity with challenges and systemic barriers facing newcomers in housing, education, health, and employment.
Strong interpersonal, cross-cultural, written, and verbal communication
Experience with outreach, community development, and group
Computer literacy in MS Office, SharePoint, OCMS, iCARE, and client
Language Proficiency certificate identifying the fluency of English and target language skills (for ATIO members present the certificate of membership)
Ability to work flexible schedules on an as needed basis

A satisfactory Vulnerable Sector Police Check (completed when offer is made)
