Job Summary:

To provide expertise and advice on the implementation of the Division\'s Occupational Health & Safety, Fire & Life Safety & Environmental Program to ensure compliance. To supervise a team that focuses on the development and training of fire & life safety, health & safety and environmental programs, policies, processes and procedures. To liaise with fire and life safety, health and safety regulatory bodies, and to ensure regulatory compliance within the Division.

Major Responsibilities:
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Evaluates the organization\'s existing fire and life safety and health & safety policies, programs, procedures for gaps and potential improvements. Assists in the production of evaluation reports for the various stakeholders.
  • Supervises the development of division-wide and site-specific procedures and through the supervision of staff and evaluates and assesses whether such procedures are tested and maintained through audits, spot checks, and contingency-plan testing.
  • Designs, delivers and facilitates fire and life safety and health and safety training programs to variety of audiences including but not limited to management, frontline staff, building operators, dwelling unit owners/residents, daycare employees, long term care residents and work place employees.
  • Performs site inspections, risk assessments, accident and/or workplace refusal investigations to identify existing or potential hazards, determines corrective or preventive actions, and provides the necessary follow up.
  • Researches and assists in the development of fire and life safety and health & safety strategic plans, programs, tools and training to manage risks and to continuously improve the organization\'s management system.
  • Conducts health and safety risk assessments to guide policy, program, procedure, training development.
  • Facilitates discussion as a member of the management team to achieve consensus among the organization\'s stakeholders regarding improvements to the organization\'s environmental, health & safety, and fire and life safety programs. Facilitates implementation and maintenance of approved programs within the organization.
  • Assists in the preparation of various manuals, standard operating procedures and performance reports.
  • Acts as the central client contact for all Divisional H&S compliance related issues, providing technical expertise to clients, partners, and the unit\'s EH&S field representatives/staff.
  • Partners with other divisions in the design and delivery of special events, media campaigns and other activities to promote and provide education on fire prevention and health & safety awareness.
  • Shares expertise and mentors others on the team.
  • Provides a consistent and coordinated approach to maintain professional and constructive relations with regulatory agencies and ensure the organization\'s compliance is maintained.
  • Ensures that the requirements of the Occupational Health & Safety Act, Ontario Fire Code and related City policies, programs and procedures are being met.
  • Liaises with People & Equity\'s Occupational Health & Safety Consultants and other staff as appropriate to ensure an integrated approach to the development, implementation, maintenance and continual improvement of a comprehensive environment, health and safety management system (including the necessary policies, programs, procedures and tools).
  • Operationalizes the corporate accident and incident reporting system for the division.
  • Formulates, implements and monitors key performance metrics to track environment, fire and life safety and health and safety performance and to help identify and prioritize any areas of concern. Performs root cause investigations as required.
  • Coordinates and performs regular site inspections, to identify existing or potential hazards and environmental impacts; recommends corrective or preventive actions, and provides the necessary follow up.
  • Maintains a compliance auditing system. Plans audit schedules and protocols, conducts audits within the organization, identifies deficiencies, prepares internal audit reports and documents findings, makes recommendations to management for areas of improvement in, health & safety management systems, programs, operations, procedures, training, equipment and practices.
  • Formulates sound recommendations regarding environment, health and safety management, develops and implements necessary contractor management processes and programs, establishes written procedures for projects to be followed in the event of an emergency and ensures that such procedures are tested and maintained.
  • Works in close cooperation with Division and other City staff to ensure health and safety related deficiencies, and integration and commissioning activities are identified and rectified in a timely and satisfactory manner.
  • Ensures proper maintenance of all required health and safety inspection documents and other related records. Promotes a risk management culture. Utilizes standardized risk identification and ranking tools and promotes a consistent approach to risk management.
  • Represents Division/City on Committees; attends meetings and where requested provides input on significant changes within the organization and on project management.
  • Promotes and builds a positive safety culture among management, employees, contractors and other stakeholders.
  • Travels to various City of Toronto work locations.
Key Qualifications: * Post-secondary education/training in occupational health & safety, fire & life safety, or an equivalent combination of education and experience is required.
  • Extensive experience in health and safety, compliance management and policy analysis in a large organization, including experience in management system design, implementation and auditing of OHSAS 18001 and/or ISO 45001 design, implementation, and auditing.
  • Extensive experience reading, applying and interpreting the Occupational Health & Safety Act, Fire Protection and Prevention Act, Ontario Fire Code, Building Code Act, Ontario Building Code, OFM Technical and Public Fire Safety Guidelines and related standards & legislation
  • Considerable experience in training and development including needs assessment, program design, delivery and facilitating/ presenting courses, evaluation and related administration.
  • Certified Canadian Registered Safety Professional (CRSP) designation or eligibility to apply for certification is considered an asset.
  • Ability to lead, motivate and develop a team of staff, while contributing to an inclusive working environment.

  • Ability to utilize the concepts of continuous improvement and best practice initiatives.
  • Ability to work with a variety of software packages including MS Office (i.e. Word, Excel, Access, Visio and PowerPoint, MS Project)
  • Excellent verbal, written, report writing and presentation communications skills as well as highly developed, conflict resolution, analytical and problem solving skills.
  • Ability to identify needs; initiate, coordinate and manage projects and implement solutions in response to client issues.
  • Good organizational skills including the ability to prioritize and meet strict deadlines.
  • Proven consultation skills at all levels within an organization.
  • Self-motivated individual with a proven ability to manage multiple, complex projects and priorities.
  • Strong interpersonal and public-speaking skills with the ability to interact and communicate effectively and maintain productive working relationships with all levels of the organization, with internal and external stakeholders, consultants, and engineers, and within a team environment.
  • Possession of a valid Ontario Class "G" Driver\'s License and access to a personal vehicle for work considered an asset.
  • The following certifications are considered assets: ISO45001 (Occupational Health and Safety Management System), NFPA 1031 (Ontario AHJ), BCIN (Fire Protection and General Legal), Fire Alarm Technician Qualification from CFAA, Sprinkler & Fire Protection Installer Qualification from Ontario College of Trades).
