Job Summary
We are seeking an experienced and motivated Senior Provincial Manager, Digital Communications & Operations to join our Provincial Digital Strategy team. This is a leadership role that combines operational expertise with strategic alignment, ideal for a seasoned communicator who can lead people, operations and projects, deliver actionable insights through analytics, and oversee high-impact digital communication initiatives that improve access to health care, health information and innovation.
Reporting directly to the Senior Director, Provincial Digital Strategy, this position provides operational leadership and guidance to deliver on the organization's digital communications priorities. Working closely with the Senior Director and leadership teams across the organization, you will ensure initiatives are executed effectively, aligned with organizational goals, and contribute to better health outcomes, improved service delivery, and enhanced engagement with the communities we serve.

What you'll do:
Manage the operational planning, execution, and optimization of NL Health Services' provincial digital communications and engagement strategy in alignment with NL Health Services' mission, values, goals and priorities.
Supervise and mentor a team of professionals, fostering collaboration, excellence, and innovation.
Oversee the daily operations and performance of established and emerging NL Health Services' digital communications platforms and channels, including social media.
Develop and deliver an integrated digital content strategy to ensure consistent messaging, brand alignment, and accessibility across all digital communications channels.
Provide operational and strategic leadership in social media management, staying ahead of trends, growing engagement, ensuring content reflects health-care priorities and public needs. staying ahead of trends, supporting issues response, and enhancing online reputation.
Oversee analytics and reporting for the digital communications team, translating data into actionable insights to improve effectiveness, equity, and audience experience.
Establish and maintain quality control processes, standards, and protocols to ensure consistent, accurate, and accessible digital communications that help people navigate care, access information and make more informed decisions about their health.
Lead efforts to develop resources, training, and toolkits to build capacity and support quality and consistency across communications teams and partners.
Collaborate on the development and implementation of provincial digital communications policies, protocols, and governance structures.
Provide strong writing and editorial leadership, ensuring high-quality, clear, and compelling health information for diverse audiences.
Ensure compliance with standards such as WCAG accessibility, privacy regulations, security protocols, and brand guidelines.
Align and integrate digital communication platforms and workflows to ensure a seamless, efficient ecosystem for internal and external engagement.
Lead the operational execution of digital communications initiatives, collaborating with the Senior Project Manager on planning and integration of larger digital platforms and system-level solutions.
Manage budgets, contracts, procurement, and vendor relationships to ensure cost-effective delivery of digital services.
Provide writing and editorial leadership across a range of formats (e.g., social media, internal updates, email campaigns, video scripts, digital signage, newsletters, and more). Champion innovation in digital engagement, including exploring new tools, platforms, and technologies, such as artificial intelligence (AI), to improve information access, support patient navigation, and strengthen communications reach.
Build strong relationships across the organization, partnering with teams in Communications, IT, clinical programs, and corporate departments to ensure alignment, consistency, and impact.
Job Qualifications
Education
Bachelor's degree in communications, digital communications, information technology, business administration, public relations, or a health- or technology-related field is required.
Master's degree in a related discipline (e.g., Health Informatics, Digital Strategy, Public Relations, or Project Management) is preferred.
Certification or training in Project Management (e.g., PMP, PRINCE2, Agile/Scrum) is a considered an asset.
Training or certification in change management (e.g., Prosci) is considered an asset.
Membership in relevant associations is considered an asset, including:
International Association of Business Communicators (IABC)
Canadian College of Health Leaders (CCHL) or CHE designation
Experience
Minimum of five years of progressively responsible experience in digital communications, project management, or a related field is required, including experience working in a leadership role.
Experience leading complex, cross-functional digital or IT projects, particularly within large organizations or public-sector environments is required.
Experience managing project lifecycles from concept through implementation, including budgeting, vendor management, and stakeholder engagement is required.
Experience working with external vendors and internal cross-disciplinary teams, including IT and communications teams is required.
Experience managing a wide range of digital platforms, content management systems (e.g. WordPress), and communications/marketing tools in a business environment is required.
Experience in the healthcare sector is considered a strong asset, particularly projects supporting access to health information or digital health communications.
Competencies (Knowledge, Skills & Abilities)
Extensive knowledge of current trends and practices related to digital solutions supporting health-care communications and access to health information and services.
Excellent communication, writing, editing and presentation skills with strong technical aptitude and superior knowledge of IT communication technologies and industry standards.
Proficiency with tools like Google Analytics, Adobe Campaign and Hootsuite is required.
Knowledge of digital marketing and SEO, growth tracking, ROI, web-related analysis and other metrics is preferred.
Knowledge of provincial health-care environment; specifically in relation to solutions supporting health communications and access to health information and services.
Strategic and tactical communications planning experience with a focus on digital transformation and user adoption.
Excellent writing and editorial skills, with the ability to tailor communications to diverse audiences.
Demonstrated ability to manage multiple priorities in a fast-paced, service-oriented environment.
Strong interpersonal, leadership, and organizational skills, with a proven ability to coach and motivate cross-functional teams.
Ability to think critically and solve problems, especially in ambiguous or evolving contexts.
Demonstrated judgment and political acumen, with the ability to align work to strategic organizational goals.
