The successful contractor(s) have an anticipated March 1, 2023 start date for an initial 11-month contract (ending January 31, 2024) with two 6-month extensions available (total contract term up to 23-months). NOTES ON LOCATION: The successful candidate will work remotely, though must be available for onsite meetings if required. Melton Building - 3rd Floor 300, 10310 Jasper Avenue NW Edmonton, AB T5J 2W4 ------------------------------------------------------------------------ PROJECT OVERVIEW We require an Information Technology (IT) professional resource to provide Senior Project Management services for the project delivery of the IMT ministry projects for Modernization and Enhancement of GoA Service Delivery within Ministry of Technology and Innovation. Initiatives to Modernize & Enhancements of GoA Service Delivery of Department application including the following:

  • Centralized - Industrial Property Assessment (CIPA) Implementation
A policy decision resulting from the review of the Municipal Government Act (MGA) transfers the Assessment function for properties defined as Designated Industrial Property (DIP) into the Designated Industrial Property unit (consisting of Centralized Industrial Property Assessment (CIPA) and Linear Property Assessment) within Municipal Affairs (MA), Government of Alberta (GoA). The legislated responsibility of the assessment function has transferred from the municipalities where the properties are physically located to the new Designated Industrial Property unit under the authority of the Provincial Assessor within Municipal Affairs. The Project Manager\xe2\x80\x99s primary role will be in the planning and coordinating of the development and delivery of project deliverables. The resource will support various IMT initiatives identified through intakes from the Business Relationship Management team and prioritized through IMT Governance mechanisms. ADDITIONAL DELIVERY DETAILS The Senior Project Manager will provide project management services used by the Client Service Management team within Ministry of Technology and Innovation. Project deliverables include requirements gathering, planning, coordination, analysis and project management of IMT initiatives supporting the IMT Project implementation. Defining and meeting all scope requirements, budgets and timelines. Ensure all defined business and technical requirements are met. The Services to be provided by the successful Vendor\xe2\x80\x99s resource also include but are not limited to:
  • Coordinate project activities and work with all stakeholders and vendors to ensure a highly coordinated and effective approach to planning and implementation of the IMT Project;
  • Support other project teams and business areas within Technology and Innovation and stakeholders that are dependent on the IMT Project Implementation Initiatives;
  • Plan and attend regularly occurring status meetings with team members to track progress, issues, and assignment of action items;
  • Manage dependencies, key milestones, and risks for the IMT Project Implementation Initiatives;
  • Create and deliver presentations using Microsoft products (e.g. PowerPoint) in support of the initiative as requested by the Director, Portfolio Development;
  • Prepare briefing notes using Technology and Innovation Templates and Microsoft Word as required;
  • Provide assistance and expertise in reviewing and negotiating service requests with the vendor to ensure business needs are met and that Technology and Innovation is receiving good value;
  • Advise the Director, Portfolio Delivery on all IMT Project Implementation Initiatives matters as they relate to Technology and Innovation.
DESCRIPTION OF SERVICES Responsible for the coordination and completion of IT projects. Oversees all aspects of projects. Sets deadlines, assigns responsibilities, and monitors and summarizes progress of project. Builds and maintains working relationships with team members, vendors, and other departments involved in the projects. Prepares reports for upper management regarding status of project.
  • Compile project charters and business/project plans to support activities, including the most suitable approach to be used in the development of each applicable project, to ensure business objectives and data integrity are achieved.
  • Manage project(s) that will document business requirements, design and deliver IT solutions that are compliant with and contribute to the Ministries\xe2\x80\x99 enterprise architecture.
  • Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied.
  • Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders.
  • Manage multiple projects, project resources and project governance.
  • Work with project sponsors to ensure that effective project communication exists through the duration of the project including escalation of risks as required.
  • Take responsibility for ongoing client satisfaction \xe2\x80\x93 manage peer-level client relationships and overcome hurdles to ensure win-win solutions.
  • Collaborate with business and IT leadership to develop a well-defined project plan that clearly states the project\xe2\x80\x99s objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
  • Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.
  • Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
  • Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.
  • Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.
  • Develop, as required, related requirements documentation.
  • In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
  • Provide leadership and assistance to business and project teams that require change management and communication support.
  • Work within the standards defined by the project management office and in the absence of standards work with the project management office to define new standards.
MANDATORY SKILLS - The proposed resource must meet or exceed one of the following: (8+ years)
  • University graduation in business, management or related discipline & 4-yr Project Management (PM) experience;
OR
  • 2-yr diploma in business, management or related discipline & 6-yr PM experience;
OR
  • 1-yr certificate in business, management or related discipline & 7-yr PM experience;
OR
  • 8-yr PM experience
- Experience working as a Project Manager on a large complex software application development project in an environment of similar size and complexity to the Government of Alberta (8+ years) - Experience managing multiple projects concurrently (8+ years) - Experience defining project vision, scope and goals in collaboration with business stakeholders (8+ years) - Experience developing project deliverables including project charters, business cases, briefing notes, status reports, risk logs and project closures (8+ years) - Experience managing custom application development projects with at least 5 team members (8+ years) - Experience successfully implementing IT solutions in an environment with project resources from across multiple teams or organizations (8+ years) - Available to lead frequent (daily) face-to-face meetings with clients and technical teams located in Edmonton, as required (NOTE: Role is remote, therefore this requirement is unlikely) - Resource must work from within Canada, due to network and data security policies.
