:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto\'s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.Our central Capital Finance team is seeking a Senior Project Financial Control Officer to manage, analyze and coordinate financial and budgetary controls, in addition to reporting and accounting functions for capital infrastructure projects undertaken by the Capital Projects Group (CPG) and Metrolinx as a whole.What will I be doing?

• Conducts financial and contract analysis to support and maintain adherence to strategy, and develops reports and presentations utilizing analytical findings that support planning and decision-making and address the needs of Senior Management and The Board and support planning and decision-making
• Collect, analyze, and interpret data to evaluate risks and recommend solutions to improve processes and procedures
• Performs high level financial analysis to identify, assess, and recommend solutions for financial issues that impact capital and operating projects and / or construction contracts
• Delivers financial analysis, expertise, and advice to senior management and project teams regarding project payments and fiscal matters through the life of large multiple concurrent multi-billion dollar capital projects
• Conducts monthly and year end audit reviews of project accruals to ensure the use of GAAP is being adhered to and that Metrolinx\'s approved policy and procedures are being followed
• Ongoing review of project costs to ensure financial contract continuity of information in Contract Management System and Reporting System
• Subject Matter Expert regarding Project Control Policy and Procedures, the use and understanding of the Contract Management System; Oracle Financial System and EcoSys Reporting Tool
• Understanding the management of capital and operating budgets
• Monitoring and ensuring consistency of financial data between various accounting control systems
• Guides others and provides training in the performance of their day-to-day activities without direct supervisory responsibility

What Skills and Qualifications Do I Need?

• Completion of a diploma or degree in Business Administration, Accounting or Finance or a related discipline - or a combination of education, training and experience deemed equivalent
• Demonstrated years\' progressive experience in finance and contract management
• CPA or similar Accounting or related designation is an asset
• Construction accounting and finance experience would be an asset
• Strong quantitative and analytical competency, Power BI knowledge is an asset
• Knowledge and experience in accounting, financial analysis, and reporting principles and practices in large, complex multi-billion dollar and multi-project construction and infrastructure environments
• Experience in using Ecosys and Oracle (Unifier)
