Position Summary



The Program Manager will provide leadership and oversight for large-scale, complex, high-profile, and high-risk programs within the health sector. This role involves managing inter-connected projects, ensuring alignment with strategic objectives, and overseeing full life cycle delivery. The Program Manager will partner with ministry stakeholders, vendors, and cross-functional teams to design, implement, and sustain modernization and transformation initiatives.

Key Responsibilities



Strategize, implement, and maintain program initiatives aligned with organizational objectives. Provide program management leadership for enterprise-wide and multi-jurisdictional initiatives. Oversee program scope, deliverables, timelines, budgets, and resource allocation. Develop and monitor program assessment protocols to maximize ROI. Lead cross-functional teams, ensuring program goals and outcomes are achieved. Manage budgets and funding channels with strong fiscal accountability. Track and report program progress, risks, and issues to senior executives and governance committees. Develop, implement, and maintain program management practices, processes, and documentation. Collaborate with ministry partners, stakeholders, and vendors to drive modernization and transformation initiatives. Support change management, process simplification, and improved end-user experiences. Ensure adherence to government regulations, policies, methodologies, and frameworks. Mentor and provide knowledge transfer to internal staff to ensure operational sustainability. Produce business cases, technical documentation, training manuals, and briefing notes. Establish and support secretariat functions and program oversight structures. Enable vendor management strategies to ensure effective service delivery and compliance.

Required Skills and ExperienceStrategic Planning & Leadership (40%)



Strong strategic thinking and ability to align program goals with organizational objectives. Proven leadership in organizational development, business planning, and strategy execution. Expertise in producing program/project management artifacts and deliverables. Excellent stakeholder management, facilitation, and communication skills. Ability to manage resistance to change and foster organizational alignment. Strong budgeting and resource allocation expertise.

Program Management (40%)



5+ years

experience as a Program Manager (or equivalent managerial role). Hands-on experience with program/project scope, schedules, deliverables, and budgets. Experience with monitoring, forecasting, and reporting on program/project costs. In-depth knowledge of project/program methodologies, including agile and iterative approaches. Proven ability to manage risks, resolve issues, and present recommendations to executives. Experience leading cross-functional teams and managing vendor relationships. Familiarity with public sector I&IT standards and best practices.

Education:

Bachelor's degree in Management or related field (PMP certification is an asset).

General Skills (15%)



Experience with organizational change management and performance evaluation. Knowledge of APIs, solution integration, customer experience platforms, and journey mapping. Experience with procurements, managed services, and vendor management. Experience with modernization initiatives and transformational roadmaps. Strong presentation and executive communication skills.

Public Sector Experience (5%)



10+ years

working with federal/provincial/broader public-sector healthcare providers. Deep knowledge of Public Sector Program/Project Management processes and artifacts. Familiarity with OPS methodologies (Unified I&IT, Enterprise Architecture, Gating, SDLC). Experience with large, complex IT health-related programs/projects. Knowledge of AODA regulations and compliance requirements.

Must-Haves



In-depth experience producing program/project management artifacts to support strategic objectives. Ability to overcome resistance to change and manage stakeholder alignment throughout project phases. Strong financial management skills (monitoring, forecasting, reporting program costs). Experience articulating and prioritizing risks/issues with mitigation strategies for executives. Demonstrated success with procurements, managed services, and vendor management. Proven track record in delivering end-to-end programs with focus on

solution integration and platform modernization

Pay: From $85.00 per hour
