In support of Yukon hospitals\' mission, vision, values and strategic directions, the Senior Policy Research Analyst will support decision making at the Executive and Senior Management level. This position is relied upon to: design and implement efficient business processes/systems; provide guidance and act as a resource to hospital programs and services to help facilitate safer and culturally appropriate patient care; ensure compliance with legislative and regulatory requirements (including safety and privacy); implement initiatives to reduce and eliminate unsafe processes and practices; and facilitate the use of best practices to continually improve patient experience and outcomes. Reporting to the Manager, Corporate Responsibility, this position prepares confidential decision documents and background papers, researches best practices and standards, implements and evaluates initiatives, completes program and clinical audits, completes policy breach investigations and compliance audits, develops and implements policies and procedures, supports the administrative management of policies throughout the organization, supports access to information requests, and performs other related duties as assigned.

Knowledge and Skills Required

  • Excellent knowledge of research methodologies and policy development principles, methods and activities
  • Excellent knowledge of relevant acts and regulations such as ATIPP, HIPMA, MAID, PIPEDA, Canada Health Act, Yukon Health Act, Employment Standards Act, etc.
  • Knowledge of professional practice standards, collective agreements, statutes and regulations governing the operation of publicly funded body or acute care hospital
  • Knowledge of program evaluation, auditing, data collection and analysis methods and techniques
  • Working knowledge of patient safety theory and tools used in a healthcare environment
  • Exemplary written and verbal communication skills, with the ability to establish positive relationships with all staff, clients, families, community agencies and other professionals while employing tact and diplomacy
  • Proven organizational, problem-solving, time management, prioritization, coordination, facilitation, and critical thinking abilities
  • Demonstrated ability to provide leadership
  • Highly computer literate with relevant business productivity systems
  • Demonstrated ability to utilize creativity in the development and delivery of education material to adult learners
  • Cross-cultural awareness
The successful candidate will have A Post-secondary diploma or degree in a related area such as health, social services, public policy or business administration; A minimum of 5 years\' experience in policy analysis/development or research preferably in hospital or healthcare environment; A minimum of 2 years\' experience in the application of regulatory/legislated requirements preferably in privacy management and access to information .An equivalent combination of education, training and/or experience may be considered. Completion of privacy management training and Yukon First Nations 101 or equivalent cultural competency education are preferred. A professional certification or master\'s degree in a health service discipline and Project management training or certification would be considered desirable.
