About Our Opportunity

The Legislation and Policy team plays a key role in modernizing legislation and policy frameworks to meet the needs of Nova Scotia consumers and businesses. Reporting to the Director of Legislation and Policy, the Senior Policy Analyst (SPA) is responsible for providing advanced strategic analysis, research, planning, and leadership in support of Service Nova Scotia\'s legislative, regulatory and program mandates. As a subject matter expert, the SPA provides advice to senior government officials (Executive Director, Associate Deputy Minister, Deputy Minister, Minister) on a variety of complex and politically sensitive issues affecting citizens and businesses. The SPA also develops legislative, regulatory, policy, and process initiatives that are strategically aligned with government priorities; acts as deputy registrar under several consumer protection statutes; creates or coordinates the creation of high-quality briefing materials and Executive Council submissions; guides junior policy professionals; and provides key policy support across all SNS\'s divisions.

Primary Accountabilities

Your responsibilities as a Senior Policy Analyst will include:

  • Conducts comprehensive research, analysis, measurement and evaluation of complex issues to provide expert strategic advice to senior officials, Treasury Board, and Executive Council. Working within tight timeframes and approval processes, the SPA is responsible for developing and reviewing a wide range of deliverables, including reports, presentations, briefing notes, submissions and other materials.
  • Work with the Business and Consumer Services Division to develop, formulate and administer consumer marketplace policy, including recommendations for policies, legislative and regulatory changes, consultations, and compliance. The SPA conducts policy reviews on topics that are politically sensitive, controversial, often incomplete, and involve multiple interest holders from professional, multi-disciplinary, consumer or business environments.
  • Develop and sustain relationships with key internal and external partners. Build strong relationships with business and regulatory interest holders and actively develop relevant interjurisdictional relationships relevant to SNS\'s program and policy initiatives.
  • Advances government and departmental strategic objectives through effective participation in business planning, document tracking, and accountability reporting.
  • Responsible for initiating, developing and managing a wide range of policy projects that fit within SNS\'s broader legislative and program framework.
  • Models and promotes a healthy and respectful workplace environment, positive performance, leadership competencies and civil service values.
Qualifications and Experience

The successful candidate will be an experienced policy professional with a post-secondary degree in a related discipline (for example, economics, public or business administration, policy, law) and at least several years of relevant experience in a policy role. A Master\'s degree would be considered an asset. An equivalent combination of training and experience may be considered.

As the successful candidate, you will have demonstrated abilities as a team player and collaborative leader. You have excellent relationship skills and demonstrated experience successfully communicating at various levels within an organization (both verbal and written). You possess exceptional verbal and written communication skills. You have experience in project management, leading multi-disciplinary teams and conducting in-depth policy research and analysis. You must be able to conceptualize and articulate alternative solutions to problems, analyse policy alternatives and interest holder input and arrive at one or more recommended solutions. You possess excellent organizational and planning skills. You exercise sound judgment, even under pressure. You are familiar with legislation, have significant experience in research and policy development, and are proficient in MS-Office applications.

Assets considered for the role include:
  • A demonstrated progression of responsibilities in the policy field;
  • Awareness of organizational approval processes and provincial government structure; and
  • Knowledge or experience related to regulatory environments.

Pay Grade: EC 11

Salary Range: $3,238.10 - $4,047.67 Bi-Weekly
