Consider this exciting opportunity with the Strategic and Indigenous Policy Branch, where you will support Resource Revenue Sharing and, complex Treaty negotiations and litigation files.

The Ministry
The purpose of the Ministry of Natural Resources and Forestry (MNRF) is to provide opportunities for resource development and outdoor recreation for the continuous economic and social benefit of the people of Ontario; and to administer, protect, and conserve public lands and waters. The ministry\'s programs are concerned with the use of the physical resources such as land, water, trees, fish, animals and certain minerals for resource utilization and recreation.

The Branch
The Strategic and Indigenous Policy Branch provides leadership on cross-cutting policy files, supports decision-making and priority-setting at MNRF, evaluates and reports on policy outcomes, and ensures the rights and interests of Indigenous peoples are recognized, reflected and, where appropriate, accommodated in natural resources policy.

The Section
The Land Claims and Treaties Section is currently responsible for:
  • Leading a team for the Resource Revenue Sharing (RRS) program which allows First Nations to share in the economic benefits of forestry, aggregates and mining near their communities. Additional information can be accessed through this link: Resource Revenue Sharing
  • Supporting negotiation of a Treaty with the Algonquins of Ontario, that includes:
o Leading negotiations for harvesting (hunting, fishing, trapping), parks and protected areas, forestry and provincial lands. Additional information can be found The Algonquin land claim webpage
o Leading and coordinating multi-ministry technical and statutory requirement for proposed land selections that includes environmental assessment activities
o Leading extensive public consultation to identify and resolve third-party legal interests
  • Leading ministry teams to support complex litigation files

This position is located at 300 Water Street, Peterborough, however all alternate work arrangements including telework (remote work) in Ontario, may be considered.

What can I expect to do in this role?

In this job, you will:
  • Participate in the development of program initiatives and policies relating to natural resource use/access for Indigenous people
  • Interpret ministry policy and recommend solutions to contentious issues and problems, and lead reviews and negotiations
  • Provide expert analysis and advice on complex policy issues regarding land claims, natural resources and Indigenous policies
  • Plan, coordinate and lead small groups of policy, program, legal and analytical professionals and represent the ministry on ministry/inter-ministry committees, natural resource programs and working groups related to Indigenous policy issues


How do I qualify?

Technical Expertise:

  • You have broad knowledge of natural resource management in one or more of the following areas:
o Forestry
o Fish and Wildlife
o Land and Waters
  • You have extensive knowledge and understanding of the factors and issues impacting and influencing Indigenous policy development: the Crown\'s legal duty to consult, Indigenous and Treaty rights, and Indigenous history and culture
  • You have experience with policy development and decision-making processes and methodologies


Leadership and Interpersonal Skills:

  • You have proven project management and team leadership skills on complex files
  • You have sound political acuity to understand the contextual circumstances/environment surrounding proposals, initiatives and issues, and to assess their potential implications
  • You have relationship management skills and diplomacy to liaise with representatives of First Nations, M\xc3\xa9tis and Indigenous organizations and other groups, including media and the public
  • You have facilitation skills to identify options and find common ground on complex and diverse issues and differences of opinions


Communication Skills:

  • You have well developed verbal communication skills to converse effectively with a wide variety of contacts and stimulate discussions
  • You can effectively write a variety of correspondence and reports, and prepare and deliver briefings and present materials to various audiences, including senior management and Indigenous audiences
  • You have excellent presentation skills to conduct briefings for senior staff, stakeholders, and Indigenous communities
  • You can provide leadership and guidance to inter-ministerial teams and maintain effective relationships with staff, stakeholders, and Indigenous communities


Analytical and Problem-Solving Skills:

  • You have the ability to develop and interpret legislation, policies, guidelines and procedures
  • You have demonstrated analytical, negotiation and problem-solving skills to provide clear and objective policy advice
  • You have demonstrated organizational skills, and the ability to work in a fast-paced teamwork environment and are proficient at resolving issues and mitigating risks
