Halifax Regional Municipality is inviting applications for the permanent, full-time position of Senior Policy Advisor in the Office of the Chief of Police within Halifax Regional Police. Under the direction of the Director, Corporate Affairs, the Senior Policy Advisor is responsible for end to end policy development facilitation, project management, report preparation, research and analysis, evaluation of services. The Advisor is also responsible for research and analysis, and coordinating around developing policies and policy frameworks and solutions in support of Halifax Regional Police (HRP). The incumbent must at all times respect the confidential nature of the position and be able to work independently.

The Senior Advisor helps to ensure that activities are consistent with Federal and Provincial Legislation, are aligned with corporate and Council priorities, and is responsible for providing strategic support and advice to the Executive Management Team, the Chief of Police and other Business Units and stakeholders as directed.

KEY RESPONSIBILITIES

  • Provides leadership and expertise in the development of policy to promote HRP organizational change.
  • Collaborates with Corporate Affairs to identify Police implications and requirements for HRM initiatives and decisions (Regional Planning, Council Focus Areas, EMT Priorities, etc.) and prepares related recommendations requiring revisions or updates to policy and protocols.
  • Under the direction of the Chief of Police and Director of Corporate Affairs, responsible of the implementation of HRP\'s first major policy manual refresh involving end to end policy development and deliver process including intake, research, stakeholder consultation, analysis and development and dissemination to evaluation and periodic reviews.
  • Prepares reports, briefing and/or recommendations to senior management and Chief of Police related to a broad range of strategic and operational matters involving HRP policy protocol and related legislation.
  • Manages and drives collaboration on special projects involving cross-functional teams, completing deliverables on time, and in accordance with the established scope of work.
  • Participates on corporate and/or strategic committees where the mandate or work may have Police implications and may be called upon to present to the Board of Police Commissioners on policy initiatives.
  • Ensures Chief and EMT are regularly briefed on Policy issues, proposing policy changes and identifying areas that may require policy development.
  • Researches, develops, revises and coordinates the distribution of policies/procedures and department orders to key internal and external stakeholders.
  • Collaborates with various HRP and RCMP police officers and civilians, Probation Officers, Crown Prosecutors, Provincial Victim Services officials and various other Justice Department officials to facilitate the development of policies and procedures.
  • Stays current with policing trends, liaising with Canadian and American Police policy specialists, law enforcement research agencies and Department of Justice officials regarding policing issues and trends.
May perform other related duties as assigned.

QUALIFICATIONS
Education & Experience:
  • Undergraduate degree in Public Administration, Business Administration, Social Sciences or a related field is required. A Master\'s degree in Public Administration is an asset.
  • A minimum of five years\' experience managing related projects/functions, with a focus on results, is required.
  • Experience managing multiple, complex, multi-stakeholder projects with strict deadlines is required.
  • Demonstrated high degree of confidentiality and discretion is required.
  • Demonstrated facilitation, collaboration, consulting, consensus-building and interpersonal skills are essential for this position.
  • A suitable combination of education and experience will be considered.
Technical/Job Specific Knowledge and Abilities:
  • Solid understanding and knowledge of the Criminal Justice System, the Criminal Code of Canada, Charter of Rights and Freedoms and other federal, provincial, and municipal statutes that impact on policing is required.
  • Knowledge of the policy development process, research methods and analytical techniques, and implementation best practices is required.
  • Knowledge of HRP and HRM policies and procedures, business practices, collective agreements and related legislation is an asset.
  • Ability to present ideas and recommendations that involve complex and sensitive issues to management, decision-making bodies, committees and, community partners in a way that is clear and persuasive, both orally and in writing.
  • Expertise in problem definition, research policy analysis and provision of advice on complex issues in a public sector environment.
  • Excellent organizational, analytical and decision-making skills and ability to exercise sound independent judgement.
Security Clearance Requirements: Candidates being considered for the position of Senior Policy Advisor must successfully meet the security clearance requirements administered by Halifax Regional Police.

WORK STATUS: Permanent, Full-time

HOURS OF WORK: Monday to Friday, 8:30 a.m. to 4:30 p.m., 35 hours per week

SALARY: Level 8, Non-Union, $81,810 to $112,510. Salary will commensurate with experience.

WORK LOCATION: 1975 Gottingen Street, Halifax, Nova Scotia.
